I wouldn't bother investing points in a second HQ, no need to as you only need the captain to count your bikers as troop choices, it's best to invest the points into giving your army more numbers which is much more effective way of using the points.

If you like Typhoons Black Templars and Dark Angels get them for cheap. Maybe you could go Dark Angel, Sammuel is a nice model, nice biker models and cheaper typhoons what kinda points you aiming for as 1500+ sammuel isnt too expensive.
