I was wondering if a Blood Angels Assault squad veteran sgt, could have a power fist/power weapon, and a plasma pistol on him at the same time.

Yes, he can, but I recommend to equip the Sergeant with the Powerfist and a Bolt Pistol. The Plasma Pistol is really expensive and you don't want your Powerfist guy to die from a misfire.
