I was reading the alliances table in Storm of Chaos and why is it that Tomb Kings can ally with most of the baddies and the empire and lizardmen and the elves(all 3) and the dwarves(both) but not Vampire Counts?

In fact they hate vampire counts

I take it you mean Nagash. Yes he did cast the great spell unawakening, thus bring back the TKs. But the vampire's don't follow him, infact no one does. He was destroyed 2000yrs ago by Sigmar and is still regenertaion, so he won't be shambling about for a while yet,bluey_02 Posted Today, 106

The main vampires, the first, never went to Nagash's aid. The Lamian's stole his grimoires and concocted the Elixir of Life and they became the first vamps, but then the living TKs banded togetehr and ravaged Lamia. This led to the vamps fleeing, the lesser ones when to aid Nagash, but the others were still Khemrian and they harboured the hatred for the Liche. Thus they fled to the upper part of the old world (The world edge mountains, Bretonnia, Empire and the Badlands.) and they are from what the now bloodlines stem from.
Nagash's books created the vamps, but very few followed him.
