Thought I would post a list i have devised to destroy the new High Elves.
Lich Priest (Cloak, Jar)
Lich Priest (Scroll)
Prince (Chariot, Chariot of Fire, Flail)
20x Bowmen (Arrows of the Asp)
18x Bowmen (Arrows of the Asp)
3x Chariots (Standard, BotUL, Arrows of the Asp)
19x TG (champ, standard) Khalida in here
2x SSC with SOF
Main tactics will be to sit back and shoot, shoot some more etc. Bowmen will initially target the dragons and smiting will be used to quickly destroy any dragons the enemy has.
When the enemy get close the tomb guard will not charge unless it is in the flank or to prevent a unit of bowmen being charged. Khalida will strike first against all HE units I believe and against all characters as well I believe. The chariots will be used to break a flank and then will commence charging into the rear or flanks of the HE.
The Scorpion will be on warmachine or mage hunting.

Why not break the archers into units of 10? It seems like that would give more deployment options, and once the HEs numbers are whittled, you could use fewer archers to target a smaller unit, instead of 20.
I posted a Khalida list aswell earlier, and ive never really realised before jut how small she makes the rest of the army.
Id say try and get another Scorp in there, and.or a swarm base. Chances are the HE will have quite a few nice targets for them. And if they have nothing obvious to do, the Scorps could always run in and try for a KB on the guy riding the dragon...
Id say keep on of th large archer units, especially as when shooting vs a dragon, all 20 will be able to fire, even if they are ranked for combat.
maybe divide the second unit in half as David said.
I dont know how important the prince will be. Given the Low T and Armour of the elves, im thinking just a basic 3 chariot unit will be able to handle most situations. Maybe look at either putting the prince on foot, or getting another priest in there. With HE +1 to dispel youre going to need all the magic you can get.
Then i think you should be able to loose the SB + BUL from the chariots, and make room for the Scorp.
Breaking Khalida's core Archers into smaller units is counter productive. Her undispellable spell is key to their success (w/poison of course). I initially played this unit as maxed out at 40 and as wide as I could stack it. I was taking down Stegadons and the like one per turn with it. Remember that every one Archer you reduce the unit by is two less shots when considering her spell. Thus, a 40 Skeleton unit can make 80 poison shots a turn. If you break it into two 20 Skeleton units you are getting only 60 poison shots a turn using her spell. Considering how difficult it is to wound some targets with the Str-3 of those bows, it is far better to get those 3-4 additional auto-wounds due to poison. That being said, I did trim down to only 30 Skeletons in the unit due to the fact that I wanted more points for mop-up crew and hills wide enough to fully take advantage of the 40 Skeleton unit didn't always come up.
It is important to think about how many points Khalida costs and how much of an investment your Archers are going to be. This unit is devastating and will draw lots of magical and ranged fire. This is why I keep Khalida, the Heiro, and an Icon Bearer in there. I take the Blue Khepra to get Magic Resist (2) which goes a long way toward protecting the unit. The Icon Bearer allows a desperate reform before a charge. Of course, if you have been using the rest of your army correctly, Khalida's unit should never have to fight hand-to-hand. In the end it always comes down to the math. The only reason to invest in Khalida is to provide poison to your army on the whole. While she is a great combatant, that isn't really her purpose. In her case, the larger the unit the better. It maximizes her perk, allows you to bulk up that one unit with defenses, and forces the opponent to come to it under a rain of death.
I made a Khalida list a while ago that did very well against HE (I play vs HE almost ALL THE TIME - tiresome... ). You could take a look at the list, even if it is a 3k pts, and I assure you that you'll find some ideas
