Ok, so I'm fairly new to Fantasy. I really only played one game and that was with another person who was new too (Cult of Slaanesh vs. Skaven...Whoot!). Anyway I want a kinda static army since all my 40k ones are quick and nimble and a change would be nice. So if you guys/gals could impart your wisdom on me with tactics/advice or if you just want to rip up a newbie's list, go right on a head. And by the way it kinda concerns me that my four characters are 45% of my army, is that normal?

The list as is, is pretty good. The heros, special, and rare slots all used very well. The core is OK, but a little too 'minimum' to my liking, but will still work well.
Your two 'big kahuna' units, however, are using a lot of pionts. Most players go with either tomb guard OR ushabti. Both suck away far too many points....so...
Id swap out the ushabti and dispel scroll (brooch...whatever) for some chariots and carrion. Chariots are core with the King, and most players will utilise this. It will also allow you to combine your bowmen into one unit of 20, so that Smiting is easier to cast on them (only 1 sucessful cast needed, rather than 2, for the 40 shots). Carrion are gonna help against war mahcines with a possible 40 inch charge, for 1st turn madness.
The other thing you could look into, without any chariots, is a Liche High Preist Lis. Loads of magic may help a more static list like yours.
As for your characters, 45 percent is normal, but remember the Casket kinda counts as rare, so really, its about 33 percent, which is quite normal. The mor incantations, the better.
These, however, are just my personal tweaks. As I said, the list is pretty good, and will work well.
Overall i like it. The Ushabti and TG do take up a huge load of points each, but they are bothe awesome units.
Only think id say is that you really dont need 3 Swarms. 2 at most is fine for a unit of them. Also, as you have them to support the Scorp in ICFB, I think dropping the second Scorp for 3 Carrion would be a goiod idea.
Finally, add music to the TG and i think youre done!
ok, so when I get all my guys and go play a game, do I set up my SSC in the middle and the the TG + king and my casket right next to them so I can get that double shooting thing? and for the dead tweety's and the 40" charge thing. do I shoot them up and bring the dunes guy with them so that I can get the charging spell off? And one more thing... would I hide my Steeded priest behind the ushabti so that they can be healed and then maybe a big charge?
I know that I got to be flexible with each army I play but its the finer points and the Initial stages that are throwing me off so any advice would be helpful

Nice list. I would like to make the following suggestions.

This would give you 195 that I would spend on
I would than combine the 2 units of 10 bowmen into one unit of 20. This would make them very dangerous when using righteous smiting on them.
Becuase your army is led by a TK the chariots count as core so you would still have 3 core units.
The priest that belongs to the COS could incant the SSC or the unit of 20 archers as well.
The priest with the cloak of the dunes could fly about the battle field helping the carrion or any other units.
I've only had 25 battles so I am still quite new but those are my suggestions so far.
