I will make some notes on my way, working through the list:
So, give him some kind of save. This save can be anyone, but only ONE, of the following:
It is really up to the player what he likes
- Cloak of the Dunes: While not conferring any save to the priest, this item gives him the ability to fly. the Hierophant will often need this item to escape some rough situations and to place himself where he is safe and can cast his magic without interference. A good player can make this non-save item to be the ultimate save for a LP.
- Golden Ankhra: This is a regular Ward Save 4+. It makes your priest capable of saving half the wounds that would harm him otherwise.
- Collar of Shapesh: This item is a Ward Save 4+. It is slightly different though... When a priest wears it, he will be forced to stay close to regiments for protection. This can be hard when the Incantations he casts have a low casting range. Instead of being saved, the wounds are rebound to a unit. The wound will be lost, but elsewhere!
- Blue Khepra: If facing a magically heavy army, the Khepra is often a good choice. It will give the priest MR2, and so, make him very resistant to magical damage. If a LP with this item is put in a unit of 24-29 skellies, he will be very hard to take out.

Nagash got pretty much everything. Although i do think a Swarm can be a handy unit to have
Maybe move the BotUL from the skellies to the TG. Also id say drop the small bowmen unit, maybe making the larger skellie units into bowmen for support and sponge roles.

Can you suggest something for games with Dark Elves, Vampires, O&G and Daemons ?
It is really up to the player what he or she wants to field in his army... You can work out a shooty-list or a combat-list. You could try a magically heavy army or a monsterious army with many TPs and TKs. Yeah, it is really up to the general!
You cannot have more than three characters in games of less than 2k points. Make a list in the forum and I can assure that you will get the feedback you need for that 1,5k list
Some units work well versus some opponents while others do not... And a good tactician learns how to control each and every unit in the best way. The only thing that will really make good generals and tacticians is experience, and so, I could only give suggestions to what I should have done in the same situation. This pretty much answers the first question
Vs DE - They are magic heavy... Counter them with magic heavy! I would suggest the casket just for fun in this battle
Vs VC - This is like putting up a tactic against myself Make a shooty list, and take the SoR to bring the ethereal creatures to the floor... Nothing is more irritating when playing VC than to play against a shooty list. a list with dozens of arrows, but remember to keep the balance with units so that you can hit hard when the time comes.
Vs OnG - They are quite simple to pick out playing TK. Make use of the carrions (in the same way as I described before) while putting fear into their hearts with panic tests in both the magic phase and the shooting phase. Be careful for tricky things such as the fanatics!
Vs DoC - To face this army and win, you must be a good tactician! Make use of a good mix of shooting and close combat with combined charges to maximize the strength of every unit you got. I would suggest two LPs, one TK and one TP on chariot. Make sure to have some juicy scrolls to the battle
Guess That's Everything!
Take away the banner from the unit of 10 skellies, this is easy pickings for the enemy. Also seeming as they are meant to flank (i hope ), the other units on your army already have banners, so there is no point.

How many Swarm bases I'll need for army (not only for this list) in general?
Two bases are what i normally recommend as a substitute for the lack of a second scorp, or in addition to 2 scorps as a backup.
You occasionally see three bases, but id suggest this to be an absolute maximum. Also it means buying two blisters and spending over 100pts on a very "niche" unit.
You could use the swarm as a defense for shooting units (the swarm is small, and so, will not block line of sight). I use to field about three to four of them then, for a wall of 15-20 wounds to work through. In this way, they work excellent in front of the SSCs to defend them
You could also use the Swarm in other ways (I'll not describe these ways more than short):
War Machine killers ----> 2-5 ----> Use ICFB and place them close to the middle of the "mountain".
Wizard Hunters ----> 1-2 ----> Use ICFB and place them close to the mage.
Monster Slayers ----> 3-5 ----> Do not use ICFB... Place them on a good place where they can come in contact with the monster(s). Make the monster suffer by LOTS of poison attacks, hehe
Scout Trackers ----> 3 ----> Do or do not use ICFB. It is up to you! Make your enemy fear the swarms as they are too dangerous vs low-save-units. They will become the target for ranged damage such as arrows, and will most likely die (the reason why not fielding them more than 3). If they survive to combat these scouts, the enemy general often turns out to be a dumbass Points spared. Watch out for regiment units!
