Gonna give Warhammer FB a shot, and Tomb Kings looked the coolest. Possibly need a little advice on my first list, however.
Tomb Prince - General
Great Weapon + Collar of Shapesh
Liche Preist - Heirophant
Heiretic Jar + Cloak of the Dunes
19x Skeleton Warriors (Inf)
with Light Armour, Champion & Standard Bearer
15x Skeleton Warriors (Archers)
1x Screaming Skull Catapult with Skulls of the Foe
Point Total = 1000
Prince goes in with the 19 warriors and Heiro hangs back with the other warriors and SSC and runs(flies) away if things go badly.

Take some time to read the rule book and to read the army book cover to cover, its a bit ass book but theres tiny rules that are game changei
You cant take the same magic item twice in a list, so I would take the collar off the priest and use the movement of the CoD to keep him alive.
Take the banner of the UL off the chariots with only 3 in the unit theres a good possability they will all die in one turn (one good charge or just one thing with str 7 will smoke them all)
Take 20 skeleton warriors and just leave them with bows (put a champ and S, they only have a 4+ armor save at 9 pts a modle its better to just leave them as they are shoot with them and reform them for combat (or just leave them in a fighting block and if you get a chance to smoke an enemy wizard, or T4 enemy W/O armor expand frontage). I would take out the 14 skel archers and just put in more chariots (112 for 14 skels or 120 for 3 more chars)
Cant go wrong with scorpions, or SSC's
That's good advice. The best way to use core skellies is as bowmen. Maybe put the prince in a chariot instead of in a unit of skeletons? I have mine on the ground, but in a unit of tomb guard, and that's at 2000 points, so it's completely different.

Can't take out the 2nd unit of bowmen and add chariots as I need 2 core units (2 units of skellies) and my 3 special slots are already used up (2x scorpions and chariots). Chariots are special choices as I only have a Prince, not a Lord. I have read the army book cover to cover, but still reading through the rule book. Have updated army list anyways.
Whats the best idea on Chariot unit size? Is 3 fine or would more be an idea?
Another quick question, with either Smiting or Urgency, is it possible for a unit of skellies to shoot and charge in the same turn?
Also in the rules for Summoning it says that models summoned back into a unit in combat do not count as charging, does that happen if the unit charged that turn?

Doh, see what I mean about reading the books? Guess I need to bust it out again.
how about dump the light horse for two tomb swarms. 90 points for something that can grab table edges, march block, and will be good for a core choice. I use them to hold up units on the flank or rear charge as well. If your attacking something with out armor they work great for doing a few extra wounds.
Chariot sizes work best in 3's if you get 4 or 5 you'll start not getting your impact hits on smaller units. People say to take them in 3's or 5's but when you hit 6 just make two units.
Yes, you can shoot in the magic phase and charge in the magic phase if the spells are cast in that order.
Yes, if you charge with two chariots and bring back one more with magic you wont get your impact hits. If thats what your asking?
Sweet, all sounds good, apart from the light horse thing. I don't have any light horse...
What I was trying to say is: put them in your list, post your list with the light horses, then take the light horses out of your list because light horses are lame.

1000 pts... the BEST way to play low point games I imagine would be defensively, so I'd take 2 liches and a prince for your power hitter. all skeles would be better off with bows as you can make them double shoot and they always hit on a 5 plus. May not kill a lot but reform to fight, if you want chariots, put your prince in one, keep him and the 2 scorps guarding the flanks, and just keep focusing on getting your SSC with upgrade to fire twice. You pretty much get what seems like 2 catapults, but a bit better because you get a free measure in the magic phase! always make sure your priests cast their spells, and if you wanna keep your prince on foot, put him with archers and use his MWBD every turn to double shoot. Well... anyways, that's my advice, but who knows?
