I don't have my army book on hand, but I was just lamenting not taking DoE in the current votewar, and that led me to think about maxi-cheesing a TK list for votewars of the future in light of the ungodly number of dragons, engines, stanks, etc, in the current edition of votewar...
Would 2x20 TG (rakaph and botul?), 2 catapults, a DOE/collar king, a prince, a cloak heiro, a scroll caddy priest, and a pair of scorpions be a good use of 2k points...with enough left over for a base of swarm and 10 bowmen? At least from the perspective of dealing with dragons and such?

Sorry, I saw Tomb Kings and the cheese term together, now I personally don't really buy into the whole cheese thing, as it is legal or not, and that's that...anyways...
Tomb Kings don't really produce much "dairy"... They are one of those lists which are great because generally a more balanced list works out, but your hand is somewhat forced with regards to characters.
I am and always have been, in between with regards to the double Tomb Guard list. They are solid, and what have you, however I personally only ever found them to be truly great because they were a Tomb King with DoE delivery system. The second unit lived longer than bowmen, sure, but eh...
I find it hard to not have that one unit of chariots, sure they aren't the end all, but a unit of four with the WarBanner is really nice in a lot of matchups and can add that little boost to some combats.
