This is the blueprint of the aggressive TK army with only two (needed) characters. This list doe not rely on magic but on it's combat strength (and somewhat SSC).
The plan is simple. Rush forward with everything you have, chariots in center, cavalry on flanks, carrions and tomb scropions for farthest targets and interference. The natural reaction for any enemy when they see 15 chariots coming accross the table is the group and hold back, which should make good meat for your two SSC. Lich would join one of SSC which should be protected with a swarm.
I can see this list having problem to catch flying circus type of armies but you can not beat everyone... What do you think?

This list is probably the cheesiest list without magic a Tomb King can produce IMO ^_^
I don't think you would need more that 2-3 tomb swarms 4 seems like an overkill.
Your light horsemen are very unreliable flankers IMO, they usually fall fast to shooting, wich would leave you with no flankers capable of removing ranks.
The only other thing I would mention is your lichpriest on foot will do what? he won't keep up with the rest of the army, and hiding him can be dangerous business with flyers or scouts.
Light horseman rule. The are cheap at 70 pts and if they are soaking up enemy missile fire that means that:
1. You chariots are not
2. Your carrion will be charging light targets 2nd turn
It's one of the best 70 pts light cav. Lich priest I would join with Catapult (use to eventually shoot it twice). That's why I wanted 20 wound on swarm defending it.
Wolf pack you seem like an experienced guy with TK. What would you do to further improve this list. I am playing Wood Elves btw, and do not even have a TK army and this list was isnpired with bretonnia royal air force list. I thought swarming chariots could be much more effective then pegasus knights (cheaper, fear causing, much stronger charge, better rest of the army). So I just opened up army builder and fired it away !
I have only played game with tomb kings, but played against them more often. (I lurk in this forum as I am building a chariot army!)
I think there will also be a synergy problem with your list. You'll want to maximise your shooting with the catapults by keep your enemy at a certain distance, but you'll also want to get your chariots in combat ASAP to keep them out of harm's way, thus having opposite goals.
And since you only have 2 casters and no bound items to flood the magic phase at 2000, you might have a problem getting them off, if any.
Your chariot unit will do much better with a mirage standard, this will help you hide your carrions behind them at the deployment, not having to sacrifice your light horsemen. You could also trade the horsemen for units of 3 chariots, they'll hit the flanks with a bit more force IMO.
I considered your ideas and come to the conlusion you are right! what better to have on flank of the chariots then more chariots! So I re-edited my list (in the first post) including two supporting fanking chariots units (removed one swarm and one carrior frome ach unit). Not too much lost, but a great bit more gained!
As for synergy problem I think it is not an issue really If I make the oppoent fall back and group, so that my catapults are most effective, I do not even have to charge until the right opportunity opens up. It is my choice not opponent's and that's is beauty. If he realizes that he is getting beatn up by catapults if he stays back and decides to move forward he should be able to feel the wheels of 21 chariots rolling over the bodies of the fallen Have to give it try definetly..
Give it some playtesting, and give us a description of how you felt it, if you like the unit selection, and we can build from there.
