Okay, I am going to be honest, do you really take this list to tornaments, because no matter how good a player you may be, I genuinly believe this list would be decimated at a tornament. Lets kick off with the characters. Your Tomb Prince You give him Scrpion Armour, Enchanted Sheild, Spear of Antarhak and the Vambrances of the Sun. That is 3 defensive magic items for your General, one of your best close combat fighters, especially when given magic weapons, and the worst part is that it is not he that needs protecting, it is your Hierophant. The Spear is only useful if the King is in a Chariot, and according to your list he is not. Either put him in a chariot, or drop the spear, but either way a combination such as the Crown of Kings and the Flail of the skulls is far more potent, or if you really want to gear for combat, the Destroyer of Eterneties with the Collar of Shapesh. Talking of this, why have you given it to your prince? The Broache is a great item, no arguement there but the Collar on a prince is a waste of points on the prince when it is the hierophant who you cannot afford to lose.I would recoment putting either the King or Prince on a chariot to make the chariot unit worth taking and get rid of the banner of the cursing word and invest in another dispel scroll as I am about to state. Overall you have only one dispel item and I have three tornament style words for you...Skaven...Warp...lightning. 1 Dispel Scroll and 4 Dispel dice is not enough at a tornament. Beef up the unit of Skeles to at least 25, Undead units need to be big so there is a chance of fear having a decent effect on the game. You have 2 large blocks of infantry, the Skeles and the Tomb Guard, do you need both? in terms of holding the centre of your battleline and acting as a charge sponge they do exactly the same thing. I personally take skele's as it a)uses up a core choice, and b)leaves an extra special slot avalible. Bowmen are always good, so no complaints there, using them as a missile shield at least to start with may be an idea. Tomb Scorpions are the best unit in the Tomb Kings list, take at least 2. Ushabti are superb as long as you protect them until you can get them into combat. Carrion are good for taking dawn war machines and march blocking, I use Swarms coming from below for this role but again that is a personel thing. The Screaming Skulls catapult is fine, try to cast Smiting on it whenever possible so you can fire twice per turn.
Please forgive me if that was a little brutal, but you asked for an opinion. The characters are the weakest part by far, the rest maybe just needs tweeking. Remeber, fear only really has a large effect if you can outnumber, so take units in big sizes. Anyways I hope that helps, overall, it could be a good list, just sort out the characters. Remeber the Hierophant is the one you need to protect. As long as the King is in a unit of some sort he should be safe enough and still able to deal some serious damage.
P.S. If you want a really dirty combination for your King, place him in a chariot and give him the Spear, Crown of Kings and the Chariot of Fire.

Here on LO we like to help each other out in a friendly way, i like to think of us as a group of mates (indeed i recognise most ppl by their avatars!). And even if we do think a list is total s**t (which i don't think this one is at all) it is still possible to suggest alternatives in a friendly manner. Consider this a friendly heads up
As for the original list, i agree that characters in chariots are a good idea, and give those chariots a little extra hitting power. I also agree that some more magic defence wouldn't go amiss. Indeed skaven warp lightning can tear anything apart, and most skaven tournament lists will cast it multiple times a turn on a lot of power dice, so i don't think 4DD and a brooch would cut it.
