I see alot of people taking it, i don't see it as too good of an item...
Isn't it a one time 3d6 st2 hits on a target? Would you gain more out of something else, dispel scroll and the like.
Maybe i'm missing something, if someone could list some uses/strats for it i'd be much appreciative.
Well, this item isn't doing much damage, allthough, some armies have units with defence 2 ( for example, skinks). 3D6 isn't just crap. This very usefull to hit some units out of the ranks. Elfs, allways thoughness 3, you hit on 5's. And, you'll get lots of 5's when u have 3D6.
Also do you realise that the target can be a unit, meaning you can kill multiple rank and file models?
I take the Staff of Ravening in every Tomb Kings army, on a mounted Liche Priest. It's a great piece of kit, although I do think it's overcosted by a good 10 points (when you consider something like the Doomfire Ring that casts burning head is only 30 points, albeit at power 3). However, in Tomb Kings, magical overload is the way you get your spells off and since this is our only good non-banner bound item, it's always handy to have. In addition to that, as mentioned above, needing 5/6 to wound isn't so much of an issue when you have 3d6 hits.
All in all, one of the best options in the Tomb Kings' tiny arsenal of viable magic items
It is a bit expanive, but can have its occasional uses, aside from being another spell your opponant has to worry about. I would say only use it in an already magic heavy list above 1K. Also only give it to a priest who is on horse, and never your hierophant.
The Priest's steed increases its effective range. Against ranked up units, it can be good for killing one or two, taking away their rank bonus. Its great against skirmisher units as they tend to be small units and have low T. Also against smaller units it has the potential to cause a panic check.
Also dont forget you opponant must decide whether to dispel before you measure range, so even if its slightly short, you can still draw out dice with it.
Indeed, everyone has pretty much covered its uses here. Its a bound spell at power level 4, so to be really sure that it won't go off, you opponent will have to waste 2 DD on it. Against T3 or worse it still has a good chance to wound. And overall, its one of the better magic items we have.

Anyway, reading through the magic section in the main rule book, look under Dispelling (pg 10 Basically, if the dispel attampt fails, the spell is cast, you THEN measure range and resolve effects.
BRB 108. Attempt to dispel then measure if dispel fails.

On the note of dispelling.
Mr friends and i got into a arguement about dispel dice, when/how to use them.
If i cast a spell with my LP (Lets say smiting on my SSC) does the opponent choose to dispel it then and there (Including the number of dice he is to roll/dispel scroll), before the dice are rolled. Or after my dice are rolled and chooses to A. Dispel Scroll it B. Choose how many of his dispel dice to roll.
