So im wondering why so many people decide to take the SoR. Whats so good about it? And how would i put it to use?
It is an extra spell every turn, making your magic that much more powerful. Against tough opponents, it isn't going to do a lot, but it is great for targetting the likes of archers, fast cavalry, lone mages, fliers, ethereal units etc. Even against basic core choices it will probably remove a rank bonus from them. And if nothing else, it will eat dispel dice.
Strewart has it summed up pretty well. Personally i find it very handy to target such things as Skinks and Dryads. Against the forst it will likely do quite a few wounds, enough for a panic test. The latter, it denies their Ward save, so even a few kills can be great, then finish up with a Chariot charge for an almost certain overrun etc.

Overall it's a pretty damn good item in my opinion, definitely a viable option for any type of list. Against standard rank and file troops it will be wounding on a 5+ (similar to our archers hitting on a 5+ since we don't have to roll to hit with the Staff), and against things with the magical ward it can negate it. Also with some luck the sheer number of shots can bring down some of the bigger things out there. Also against armies such as High Elves, it's always quite useful. On top of all that, your opponent will have to throw 2 DD at it to reliably stop it, and that's 2 less DD that they will have for other spells.
In my army list that I play, having the SoR is great because my list usually consists of 3 priests (one on casket, foot hiero, mounted priest with SoR), and people want to save their DD for the casket so the SoR goes off constantly and people usually thing "ah.. S2 hits.. no problem".. then they get mad because i knocked out a rank bonus off of the unit that my Tomb Guard charge... works out pretty well in my favor 9 times out of 10.
I also like to keep the BotUL on a unit of Tomb Guard or skeletons to draw out DD. So for the cheap price of the SoR.. you draw DD, or you can at least kill a rank bonus (at a bare minimum).
