I'm about to go in on a 2K battle vs High Elves, and had some quick questions while finalizing my army list:
a) is it worth the +1 points/model to give infantry and bowmen Light Armor for a 6+ save (well, 5+ for infantry with shields)?
b) is the Standard bearer ever used in a TK army (seems like a waste of points to me)?
c) spearmen: yae or nae?

I wouldn't bother with the light armour on archers, anything that is fast enough to get to your archer line is going to be str 4 or greater, and you can always bring them back. If you have skellies with HW and shield I would suggest it though. Spears I wouldn't bother with, just stick with HW/Shield.
Hope you have a SSC with skulls of the foe, it will wreck high elves.
With your questions...
1) No light armour is not worth the points for bowmen, besides any casualties can be raised back in the magic phase... On hand weapon and sheild combo I personally don't mind it though.
2) I personally have never thought about running an Icon Bearer for the simple fact that the high point banners are not worth it and he's not overly solid in combat... So you are right in your thinking...
3) When it comes to spearmen I am against them, that being said I prefer archers all the way with tomb kings you can get more use out of them that way. As they can hail the enemy with arrows all game...
Hope that helps you, when facing high elves I can't help but recommend chariots with a nice incantation combo you can get a unit across the table quite quickly and charge those pesky units of swordmasters! lol
