I see people using this alot, isn't there a better item or items set to use? Seem rather expensive.
It is expensive.. and rightly so!
I don't use it personally, id rather have the extra skellies/unit/etc, but i can completely understand why those who do use it use it.
It combos very well with the Collar of Shapesh, so your King is well defended as well as being a beast in combat.
Ok, so lets break the weapon down. At worst, its a very expensive great weapon with magic atacks. Hardly worth the points, but the option is there if ever necessary for some reason.
At best, you get 2 hits on each model in base to base contact. Against many units, this is 4-6 hits on 2-3 models, which may include a hero or Champ etc.
In a Challenge, you hit the opponant automatically. Even if they have such things as WE's Annoyance of Netlings, one of the most irritating items in the game is negated!
Go against a dude on a Monster and you are likely to hurt the monster nicely too.
So... 2 hits. Yes, automatic hits. No roll to hit needed! You only need to roll to wound, and you are S7 (a key strength in warhammer) AND have Killing Blow! which is amazing when you have automatically hit. Basic mathhammer gives a 33% chance of a KB on any model in base contact. WHich againt normal rank and file is nice, but in a Challenge can be key.
Expensive, but well worth it if you want your King to be competitive in combat
Edit: Ooh yeah, thanks Dem! meant to add details about the Magic Phase too, but forgot to in my original post. Basically, it combos very VERY well with the TKs MWBD. I think that was taken into account by GW when they considered the (points cost of the) weapon.

Also, like phoenix stated, against most normal rank and file it can give you up to 12 attacks a turn (if you are ranked up against 3 enemies in base to base and use the special attack in both the magic and combat phase)
This is quite a bit over the kings normal attack profile, throw in the fact that you dont even need to roll to hit with the special attack is just icing on the cake
I use a Liche High Priest, but if I ever rolled a tomb king he would definitly have the Destroyer.

Why wouldnt you want a weapon with such an awesome name?
One devious thing to do with the DoE is put your king on a corner if you know you are going to get charged in the flank (i.e. Empire detachments performing a countercharge) Then you pop off the DoE autohit on 4-5 guys.
3 models hit by special ability 2 times each, so thats 2 wounds per model that you roll for,
either way it's a better chance at getting a KB, and less chances of NOT wounding the model. I can not think of a better item set for a TK, except if you wish to improve your save by giving him a shield in a hw/s rank and file unit. like making a tarpit out of a tomb guard unit.

Here's where I'm getting stuck up.
Say a Tomb King with the DoE is in b2b with 3 guys. He would then get 2 attacks on each model (6 attacks).
Now can the most number of models I kill is the 3 in b2b or can I kill up to 6?
I would assume if your going up against rank and file you could potentially kill 6 yes, due to the ways wounds work for rank and file (I may be way off here, but I'm 95% certain that is the case), though considering it says the guys in base to base so now that I think about it even I am confused!
After further thinking, I would assume its really only the 3 guys in base contact that can take the wounds after reading it in the book... so I'd say just 3 that could die (though that sounds funny when you think of how the normal attacks on rank/file work)

The hits are allocated against specific models, just as if you were allocating attacks against a champion, so you roll individually for each guy in B2B.
Ex/ 2 hits on each of 3 guys. To wound you roll a (6,4) , (1, 1) and (5, 3). The first guy is Killing blowed and has 1 other save to make if necessary. The second guy is unharmed, and the third guy has 2 saves to make (if poss). At best here you will kill 2 guys. Of course one, or both, of these may be an enemy Hero or Champion..
