Alot of people I've noticed, don't rate the icon bearer very well.
I am gonna try him out because I like the model and my army is more fluffy than it is winny. One thing I was thinking though, was that he effectively for 90 points can reduce combar res crumble damage by 3 correct? (+1 CR for BSB +1 for War banner and a further -1 for special TK rule). Plus he would increase your chances of winning by 2 CR, which is good, I know I'd take 2 more rank bonus if i could in a unit and that could easily cost 65 points (depending on model cost of course). There's always a chance he'll killing blow some expensive model with a cheesy armour save as well
I am tempted to try him out in the unit of Skellies with HW+Shield, to try to stop them being instantly swept away on the charge, a problem I'm facing vs high elves frequently.
Obviously you'd need a champ to refuse challenges.
I'm not saying he's gold, and could certainly use some work (or atleast the banners he can take +50 points could use changing) but overall, I think I might like it, and going in with such a low expectation you may even be pleasently surprised
The biggest problem that I have with the Icon Bearer is just how much he gimps the magic phase. Tomb Kings win by using their magic to charge or do some extra wounds. Summoning can be useful, but I find myself using the other 2 incantations a lot more.
By taking the Icon Bearer, you're taking away 1 spell, and possibly 2 if the other character took a bound item spell. Your opponent has to spend less dispel dice to stop your incantations, which means that your army is slow and vulnerable.
Will you be taking less damage from combat res? Yes, but a better tactic is to not take any combat res damage at all. The icon bearer is really only effective in 1 unit, and he's only adding 1 extra combat res. You might as well just take the warbanner on the unit he's in, because you'll be paying roughly 100 points for an extra combat res that can easily go away.
Against High Elves, it would be better to have them dying through shooting than trying to outlast them in combat res. Even with a champ to challenge, the remaining elves can just allocate attacks to the IB anyway. They'll need 3s to hit and 5s to wound (at their worst). If you take the warbanner, he'll have a 6+ armor save that won't save him from any opponent.
But, enough ranting. My first list included an Icon Bearer because I thought along the same lines as you, and I was surprised at just how better my army was after I dropped him from the list. If you like him though and he's in there for fluff, then just don't expect much like you said and you might be satisfied with him.

Yep, Spaar was spot on here bud. It's not so much that the IB himself is bad, more that he stops you from taking another priest that hurts us so much. It's surprising how bad the knock on effect can be actually.
Personally, I like the IB model as well though so I just use mine as a normal standard bearer in my tomb guard. If it's just the model/fluff that appeals to you then you might like to consider doing the same because the IB will hold you back bigtime.

What you said is kinda why I suspected the lack of one, he can't cast incantations and he doesn't fight so well and the over 50pt banners just ain't worth it.
Maybe if he had access to a banner that allowed any liche/High liche within 12" of him to roll an extra D6 for their incantations.
Could be fun.
yeah I think I can appreciate why people avoid him now.
I think he should get some benefit to the magic phase to make him worthwhile or maybe make him more killy :p
On a slightly different note, the flail of skulls says each wound becomes two wounds. Does this mean that if I fight a unit of five guys and score two wounds, I effectively wound 4 models? Or 2 wounds per model?

Another big disadvantage of an Icon Bearer is the lack of armor. If he takes a magical banner, the most defense you can give him is 5+ armor. Any good player will simply toss attacks at him. Then, not only have you decreased your magic phase, but you have given the enemy around easy pts.
