The necrotect seems like he would be usable in our hoard units as well as our TG Hammer units. And for a just a measly 60 points he gives a unit of constructs 6+ regen, and his own unit Hatred..
I can seem him used easily in 2500 games maybe even 2250. But I don't see many lists that actually use him.
Is he worth 60 points of upgrades?
I argue he fits well with an army. At least one that has a minimum of 2 groups of constructs.
If you're planning on making a big scary block of Tomb Guard, he's definitely worth bringing. Apart from that... spot use.

If you put him in a horde, and the enemy unit's frontage is less than 160mm (so 7 or fewer 20mm bases or 6 or fewer 25mm bases), you can include him without risking him in combat. That's important because the skellies are I2, and if he dies before they get to attack, they don't get their rerolls!
