i was thinking of it and i was wondering if an all cavalry TK army would work
have a TK on a chariot, a 2 Leiche Preists, and an Icon Bearer(banner suited to the army im fighting) a few units of chariots, Heavy horsemen and Light horsemen, with a few Screaming Skull Catapults for missle support.
my reasoning would be lots of fear causing charges!
would that work or just get horribly owned?

It would work, but you have to make some changes.
First, I would take settra as Lord.
His army consist of chariots and cavalry, and he's good with them.
Also, light horsemen are bad, this will be said by all the people.
take heavy horsemen in large groups of 10 or such, so you will outnumber and break him on the charge, otherwise you're dead.

wohoo, This isn't just a yes or no answer to that question.
First you need to be an experienced player so you will be able to use the cavalry's superior movement. With such an army you will need to get a flankcharge to break the opponent.
The SSC's are good, but consider if they are worth it in this kind of army?
Be aware that you have very few wounds/models when you go all cavalry.
So buy some Warmachine-killers (Swarm, carrions, scorpion), which will act as march preventers as well (makes your movement even more superior)
As for Characters I would recommend a High Liche Priest as Lord, and at least two Princes. That way you will be almost sure to get a movement-spell off every turn.
The HLP, could be equipped with the cloak of Dunes in order to keep up with the army.
You will not be needing the special choices for the chariots. I would recomment two chariot units, a unit of carrions and a scorpion as special. A swarm as core, along with a load of horsemen.

You play High Elves, and should be used to superior movement, so I don't find it a really big drawback for you that you aren't playing TK yet.

light horsemen are good because of being able to move a long distance and still fire at TK efficiency, but theyre are still a little overpriced. that being said, they are great for negating flanks in an emergency

On the Light Horsemen issue:
they are the cheapest unit strengt you have. 2US for 14points! Thats cheaper than normal skellies!
So I'd field two units of 5 (140points), then use their shooting for fun while trying to get behind the enemy. Then charge along a combat-regiment in order to negate the ransk... ...be warned that your fast cavalry will only hold out for one turn before they are reduced below US5.
