    First a few questions:
    What army does he play?
    How big is the table?
    How much terrain is used?
Do you always place the terrain the same way?

    As for guidance:
Talk with him about the problem. Tell him that you find it unfair, with so much terrain.

    And my own experience:
I usually plays on a 48"*48" table with my 2k TK. And use 5 pieces of terrain - generated from the rulebook (and a homemade table of placement). The average size of a terrain piece is, say 25skeletons in a block, possibly a little bigger. It works very well, I find it a little too much. But 4 pieces will be too few. And my friends find 5 to be the right amount.

A good rule of thumb on a fantasy terrain field is to have a good sized area in the middle of the battlefield where yours and your opponents armies can maneuver, with forests and hills off to the sides (maybe have one small terrain feature in the actual maneuvering area). That way, you have to rely on tactics to win yourbattles and it is more historically accurate - ancient battles didnt take place in terrain heavy areas, it simply wasnt practicable - how are you going to tell your troops what to do through hilly and forest areas smattered with houses?

Unless someone was pillaging a town or soemthing. The wood elves live in forest and if they where attacked then it would be in a wood.
In the end there is only war.

look in the fantasy rule book under oddball stuff, then look at snaking.
snake chariots between terrain and use your fast cav free reform to reform properly, then magickly charge em.
