I play a very strong magic Reinforced TK army. And i find that on turn 3-4 I really want to use that magic so that I get critical charges in such as with my Ushabti and Tomb Guard or even my Giant. However Opponents usually take 2-4 dispel scrolls and usually don't need to use them till turn 3-4 because my spells simply aren't threatening enough. I usually take 3 priests a TK and 75% of the time a casket.
And I usually have an SSC (sometimes 2 depending on who I'm facing) but I often find I can't always find something for my 3 priests and TK to do to make him use up his dispel scrolls. I guess my real question lies in which items apart from the hieratic jar (which your only allowed one of right?) can you take to force him to waste more dispel dice/scrolls. Or which incantations for you cause the most fear early in the game when you out of charge range and have got most of your skeletons in tact.

you need to figure out how to threaten the foe early on. Playing it safe let's them do the same. First turn, line up a charge with a fast unit or two.
Fly those carrion close enough to hit the lone mage or war machine and "cloak of the dunes" it with a priest within range to make it happen.
pick the right targets. the Staff of ravening does nothing against knights, but again, that lone mage or a war machine crew can be taken out rather easily with 3-18 hits even at str 2!
Double up the S.S.C(seems you do) and make those 4 shots seem nasty. if he's not gonna block them than that's good for you.
make sure that the most importan spells are being used by the High priest if you have one.
Keep the presure on. I hear people complain sometimes about a high magic army. The tomb kings usually need this though. Not being able to march without an incantqation... so don't be shy. make sure the bound spells you take on on the right units/characters.
Have a good look at your opponents deploment, you can always find something to exploit...:ninja:
My opponents almost always use scrolls to stop my carrion charging first turn, and if you take the flying king combo (cloak of dunes, scorpion armour and spear of antarhak, very hard to kill and can hold most units indefinitely) they will try to scroll him too. Good thing about him is you don't need a priest close, he can try to charge twice on his own.
They're the most threatening things early, that along with letting SSC's shoot twice.
