Don't get me wrong, I love the Tomb Kings book too, its really well balanced and useable, but I would like to see Setrra as one Lord Choice!

The only thing is that if they reduce him to a Lord, Lord/Hero, or even a Lord/Hero/Rare, the effect that he has on atleast half of the army will can be effected by his "My Will Be Done" may make him overpowered. The control he has over the game is almost unprecidented among other Lords.
Yeah i agree that that spell is good but you are forgeting to consider that setra has alot of disadvantages that in my opinion make up for that 1 spell per turn that can be dispelled anyway:
1. No lich priests this will reduce your magic & dispell and completly remove the option for the casket. In my opinion this is the greatest setback not the half/point thing considering that you now can only take 1 dispell scroll and have only 4 dispell dice that is a big OUCH! enemy magic will work like hell and you should know that magic usually turns the tide of the game easiy thats why most players have at least 3 dispell scrolls in their army.
2.The half army must be watevr thing is also a big nusiance as already discussed perviously
so i dunno but id think twice before saying that he is over powered if they'd reduce him to 1 lord choice. You'd have to try him out. Id definitly wouldnt mind to try him out in my chariot listlol but the way he is he is definitly unusable due to that 2 lord choice since we dont play 3 k armies here.
I definitely take your point, but I think there are some Lords out there that have the same power of game control. Just look at Drycha for Wood Elves (probably the most cost effective Sp. Character in the game), Thorek for Dwarfs or Morgoth (I'm a games workshop employee and have too many Chaos spawn on my hands) For Beastmen? As has been pointed out, Settra has not Magical support from priests and no Scrolls, You can barely afford another Hero choice and and the cost of the units you have to include is relitivly high.

Look, we are talking about one spell per unit, with unlimited range. Thus, even with only eight units affected by this rule, Settra alone has better offensive magical powers than four TKs and a HLP combined. Note, however, that Settra does not generate dispell dice.
As a veteran empire player once commented: killing the opponent's damn mages is the best magic defense. That is what a Settra army list must be capable of.
