Welcome to Librarium Online!
I ended 4th in a regional touney with this list (fisrst youngblood)
wristbands of black gold
avatar of death
(on his own)
(in blood knights)
book of arkhan
(in 15 ghuouls)
helm of commandement
avatar of death
14ghouls + ghast
19 skeletons + champ
banner of the undead legioen or cursed pendant of moussillion
5 dire wolves
3 fell bats
4 blood knights + kastellan
flag of the blood keep(+4 ward save)
the idea is to raise some more ghouls and maybe start a new unit of zombies and boost it while the lord cleans up annoying stuff and the blood knights chop the big units aparts.

Okay, where to start?
1) Vampire Lord: Why has he gof avatar of death and a hellsteed? Just get rid of them both and make him a dread knight. At the moment your vampire comes in at 470pts, thats nearly quater of your army, too many in my opinion. If you want him running about on his own, try this: Flying Horror, Avatar of Death, infinite hatred, armour of the knight, supernatural horror.
2) Core choices: you haven't got your three core choices, dire wolves don't count towards your minium core requirement, so this list is illegal.
3) I would have at least one dispel scroll in there, just to be sure. 7 dispel dice will not always cover you.
4) The list is very very small, you are going to need to raise an awful lot, which will take power dice away from the really useful spells like 'Wind of undeath' or your standard 'gaze of nagash'. get another unit of ghouls in there or even a unit of 25 zombies for some static combat resolution.
Take it or leave it, just my thoughts, but sort out the legality of the list, because at the moment it is as bent as a nine-bob note because you only have 2 core choices, grr!
Sorry forgot 10 ghouls
but except for this any other advice??
Vampire Lords Around 450pts are quite common
Your version of the lord though more survivable against ranged would not survive verses rank and file. I Think the Idea behind wout's Lord is it could charge a unit by itself and win combat.
I think your Lord is Ok with a 3+Ws vs ranged and 3+As. On a flying mount with Auto hits and Red Fury means you can usually pick your fights and really hurt Rank and File. With Beguile thrown in you have an ok chance of beating CC character. I personally prefer different lord setups.
A Dispel Scroll can come in handy but in most cases you can dispel what you don't want and raise back any damage you let through... assuming your blocks start big enough to allow you to get damaged.
I agree that your Rank and File are a little small. 19 is decent, 14 can be wiped out by your opponent first turn if he gets lucky if not he will be forcing you to raise defensively. 20 zombies would work better than your unit of 10 ghouls if your looking for filler.
Personally I like the Tomb Blade and Flayed Hauberk for my Skeleton Vampire. Saves me from raising as much. The Helm is only useful if your Vampire is not in combat and with so few core blocks your vampire in skeletons will be in combat.
