I was wondering what I could do to make this army list a little better. Just let me know what you think and If you have any tips to make it better.

Maybe some light/ medium cavalry? From the fluff I've read blood dragons apparently prefer using wights so some black-knights seem like they could be a stronger addition than the fell bats and zombies. A black knights squad with banner of barrows seems pretty strong.
Your casting vampire would be better served just sitting back in some skeletons, I'd remove the talisman.
Instead of paying for zombies find a way to fit the Sceptre de noirot into your list, it lets you just pop zombie squads where you need them (more efficiently than simple raise dead at least). My theoretical lists often have a necromancer running around with one.
The zombies are there to fill a core choice and for a nice tar pit. The talisman will let me casting vampire get away from battle so he can keep casting. With all the magic I want to keep blood knights at full and make a huge unit of zombies to hold things in place until my harder hitting units can tear them down.
any more pointers guys i could really use them? I do have something to add though, If i fight a army that has a lot of shooting I would take out the fell bats and put the banner that gives a 4 ward save against shooting in the blood knight.
A few thoughts:
The blood knight balencing act is always a tricky one, especially if you want the vargulf.
The second vampire should have infinate hatred instead of walking death, because if you are relying on that to win combat you are doing it wrong.
The rod of flaming death is I think less useful than a scroll, and the black periat.
Swap the cursed pendant of mousillon for the double unit strength banner - you don't want to lose the skeletons!
I think this army is too small overall to stand much of a chance, unless you lose some skeletons to gain the 4+ ward versus shooting, or to get some black knights for support, or wolves for screening your strike force.
As it stands I just don't think you have the numbers to be sucessful against many lists, especially magic/shooting heavy.

that unit has hatred from the banner making it pointless to give him infinate hatred, but if i give the blood knights the 4 ward save against shooting then I would give him Hatred. I enjoy the rod of flaming cuz it can destroy a rank bonus before i get i get in combat with a unit. Im pretty magic heavy and can heal threw shooty armys and can dispell a lot of magic as well.
