I am brand new to warhammer and I just completed reading the rulebook. I also just finished the VC codex. In doing so I attempted to put together the starting army I would like to first play with.
All feed back is welcome. Since I am on a budget I have to stay at 1K points!!

I have yet to play but in my head here is what I am thinking...
Tie up what I can with Zombies and ghouls...
Have the necromancer hang back and try and raise more zombies
Keep my vampire around to rise the ghouls as well as may be join the grave guard
Use the cart to give grave guard first strike and leverage my vampire ws7 by using helm
Again let me know what mistakes I may have made with my list and any feedback is welcomed.

Looks like a pretty good list to be honest.
There are a couple of things you dont need:
I wouldn't bother putting your Vampire on a steed - try and give him some armour even if its just the 15 point cadaverous cuirass.
Necromancer doesn't need to be mounted either, but you might want to consider putting him on your corpse cart and then putting it in one of your units of ghouls (not zombies due to newly dead rule.
Sceptre de Noirot isn't really needed with this many zombies starting, you wont be using raise dead much, in fact I would consider switching it with Invocation on your necromancer.
Also I'd make your dire wolves into 2 units of 5 without doom wolves, adds to your mobility and can be very cheap fear tests. Any points you find left over can boost the Grave Guard.
All in all, a very decent list, welcome to the hordes of the undead
I would try to make that unit of GG into between 15 to 20 if you have the points for it. If you do stick the necromancer in the unit of ghouls then you should put a ghast in there so that he can take any challenges instead of the necromancer.

What's people's thoughts on fielding Zombies right off the bat as I have chose to. Should I replace them and start with Skelies....???
Hmmmm... after thinking about it, may be I have this backwards....
Should I ditch the two units of Zombies for two 10 man units of skeletons??
If I do that do I then rely on my necro to and vampire to raise dead to produce the zombie fodder??
I for one play a heavy heavy magic army and never field zombies opening game, however i see why people field zombies off the bat for LOS blocking and a cheap wall of fear. If you can avoid fielding zombies at the beginning but some armies like the one above lack heavy magic and having zombies opening game, he will have enough magic to keep them going.
Plus he is new and thus must experiment on his own, and see that you beloved zombies are nothing more than a speed bump, but hopefully he will have fun and a good laugh with his buds.

thanks for the feed back. SO is it in my best interest to start with 2 units of 10 skeletons each and just raise the zombies as I play. Is that a better use of my army??
I think in higher point games it would be better to start with a unit of 20 zombies and IoN them. However in lower point games like 1000 I would probably just raise them because at that point level it would not take very much to raise them to a point where they could block your enemy.
From what I've been reading you would be better off specializing in one troop type. If you swap Zombies out for Skeletons you will have a vampire who is really good at helping one group out with IoN but not so good with the other group. I think you would be beter off choosing either Skeletons to be the mainstay or Ghouls. And since you are going Grave Gaurd why not do Lord of the Dead insted of Summon Ghoul. You might even consider dropping one unit of ghouls and go with 3 units of skeletons and one GG and then a single group of ghouls, just for the poison and extra attacks.
Also at 1000pts your Vampire is only WS 6 so crown is not quite as effective.
