This is my 1250 Conflict list for Australian Conflict.

Do you think that this will get good army composition? I could get poor composition because my vampires have pretty much maxed out on magic items but I think it's necessary if I want to win.
The List is good
Your Army comp will be greatly reduced by that Helm of Commandment if I'm not wrong - I don't have the papers in close to me right now...
And five levels of Magic in a 1250 Army is very much, consider to focus fighting Heroes instead
9 powerdice is far too much (thats including the bounds) and the helm will also hit you, i agree with what Nagash has said.
But i believe you should drop a casting vampire and swap him with a Necromancer, or drop the casting vampire and the corpse cart for another unit of dire wolves and some fel bats.
I took this list to a doubles tournament earlier this year and against all but 4 of my 8 opponents i destroyed with me only just losing to 2 of them because i was quite new to it then and because i played noobishlyArmy Total = 1199

The trouble with taking two fighting vampires is that I believe that I won't have enough magic to support my ghouls. I'll try out another fighting vamp in my next game and I'll see how it goes.
Do you have any advice on what to give him?
You could either field a Wight King (with Mirages Item combo, it is a very good one) or a Vampire with a nice Killing or Terror combo...
Example to Terror Vampire (instead of the first Vampire):

That one will be a tough fish for your opponent if you use Him in the right way
I can't give anybody the Nightshroud because my general has it. I'm not too comfortable with buying terror as an upgrade, because heaps of armies are immune to psych or cause fear. There was some guy who played forgot his ogres had fear because he played 2 Daemon Armies, 1 Vampires, Slaanesh Warriors and a Wood Elf army (Mainly forest spirits). That just shows how many people out there field immune to psych armies. The armies that are taken to Conflict will probably be the more powerful armies like Daemons and such, so I don't want to waste points paying for terror.
As an Undead player, one should make use of the Ultimate Terror However, the Aura will affect every Army with a -1 modifier to the Ld - quite devastating for DoC (for example) since they only got Ld 7...
I would remake your General to this Vampire, making Him the General - Nightshroud will not be of a waste You must understand the power of Terror syncronized with the ability to raise Units with US 5+ behind enemy lines. Do not underestimate the ability to trick others via Psychology
