Unfortunately, none of that stuff is legal in an empire army.
Hehehe. Seriously, though, I'd say you're long on huge skelly blocks and short on scary killy stuff.

First thing i would worry about is trying to play Ld games with bloodline powers on your lord unless he is in a unit that will diffinatly benifit from it. Combining the -1 to Ld with the skeletons -1 to fear test banner is worth it, but if you were going to have any others i would try to spead them amoungst other vampires. It means you will have more points to make your vampire lord better in combat, which is how he should be tooled up at the minute, leaving all the magic to your necromancers. I also wouldnt bother too much with the revenant bloodline power. An extra wound is nice, but you would be alot better off with red fury so you have the potential of 10 attacks.
Drop the lvl on your Vampire, thats effectivly 7 skeletons.
Your Wight King is T5 with 3 wounds, so you could get away with just a 5+ ward rather than 4+.
I may be wrong but i dont think you can have more than 1 dispel scroll in an army anymore, let alone 2 on the same character. It has become an arcane magic item in all respects, so no replicas. There are other variants in the bRb with slightly different effects but im not sure they will be needed.
4 characters including a Lord at 2000pts is generaly regarded as a bit heavy at the minute. Have you considered dropping the bsb all together. Its not like your taking break tests, its -1 to crumble and +1 combat res. You could probably get away without it.
I think maye you skeletons are a bit big considering you can summon more up. 40 might be an ok size. on the other hand you could get rid of a skeleton unit all together and still have your core option taken care off.
With the spare 300pts or so you could look at a unit of grave guard, or look to bulking out you special choices already in you list like taking 6 vargheist etc. At the moment its a bit like looking at an all goblin list lead by a black orc and some shamans, with 1 chariot. Theres just very little thats going to give you the edge in the game. Its a solid starting point but just needs tweeking a little.

Ah, missed that. Only 1 Dispel Scroll per army in 8th edition.
