I really like Kemmler, he is a very versatile general. Having all the spells is great, and him being able to fly makes him really awesome. Threat coming up against his unit? Fly far away. It can also be used to trap the enemy in an enfilade position for casting wind of death through their lines... at least if you can afford moving away from the rest of the army. Anyway, I would like to make the Necros lvl 2s but I can't really find the points for it. If they were lvl 2, it would allow me to have a good chance of getting duplicate Vanhels and/or Curse of Years or whatever I would want doubles of (because Kemmler is a loremaster).
My magic strategy is something like this. Roll for winds of magic. For an average roll, have Kemmler cast a really scary spell like Curse of Years, Wind of Death or Vanhels bubble. Perhaps even keep him within 12" of the Mortis, if the risk is worth it. Force the enemy to make the hard choice of dispelling or letting it through, sucking away their dice. Then use the rest of the dice for Vanhels (if not cast already) and casting Nehek on 1 or sometimes 2 dice from the Necromancers. Depending on what you need to get off, you can reverse this. They key is to cast a lot of spells and use the Mortis +2 bonus to suck out dispel dice. If you throw few dice, the Mortis engine's adverse effect is not that likely to hurt you.
Not sure I have enough hard-hitting stuff. Tried out a list similar to this one against my Dark Elf buddy and he kicked my ass, but that game I had only a necro and a necro lord - and the necro died turn 1 from a lucky spell on his part. Now I have spares. A problem I had that game was that my units died really quick from crumble, and most of them had trouble dealing damage. I have played around including a vampire BSB, but the points for those always escalate and becomes a huge sink. I am considering a wight king BSB as well, but not sure what I would remove. I really like the Black Knights and would like to keep them, otherwise anything could go.

For my own experience I can recommend a wight king, heavy armor, BSB, Talisman of preservation and an enchanted shield. 3+/4+ save, 5T 3W. I had him with my 30 GGs with GW + Barrows. Works like a charm. A friend of mine challenged him with his dark elf lord, fully prepared for melee. He lost after a few rounds of battle, killing blow saves the day!
I was thinking do you really need two necros?
Maybe skipping 1, and upgrading one to lvl2 and get a dispell scroll.
You might pull it of to get a BSB-king if you skip one necro and the wraith, saves up some points anyway.
And how will you be using your black knights? I really like them but I find it hard to fit them in my army, so I usually end up with a unit of GGs instead.
Two units with killing blow? I don't know.

If you want to dominate magic this is my way to go
+6 / +4 on your casting rolls
their casting -1 within 24"
That way you will dominate your magic phase and in his he will have one less on his casting plus you have better dispell on kemler.
He will be having a hard time dispelling you, and casting in his own phase. Plus you have one dispell scroll if it gets out of hand!

For sake of fluff i'd put in krell ;/ but that would eat up you having any wizards beyond kemmler ;/. Plus hey you get a fighty hero!
