Ok heres my 2000pts army list for my Blood Dragons.
Vampire Count, lance, shield, barded steed, blademaster.
Vampire Thrall, sword of might, light armour, shield, red fury.
Necromancer, cursed book, biting blade.
20 skeletons, full command, light armour.
19 skeletons, these go with the vampire thrall, full command, light armour.
20 skeletons, full command, spears & light armour.
19 zombies, these go with the Necromancer, musician & std bearer.
12 grave guard, full command, shields, banner of barrows.
8 black knights, full command, barding.
3 spirit hosts
I'd swap the thrall and the count's positions. Black Knights can be vulnerable--not the toughest knights out there. Put the count in a block of skeletons where he's nice and safe. Let the thrall take a mount and go flanking, and if they get toasted by artillery or magic, then your army won't fall to pieces.
I'd give the count some more blood powers. They're too good to pass up.
12 grave guard are too few. They're a point sink that won't last long in combat. I run at least twenty. You can drop a unit of skellies or zombies and bump up the GG. Doing so, you'd still have four blocks of infantry, which should be plenty. Personally, I usually go with three and raise another one. Really, if I were you, I'd drop one unit of skeletons and the GG. I rarely run both GG and BK in a 2000 pt list. It's just too expensive. You could free up 446 points doing that, and you'd still have three solid infantry units with a big mass of knights harassing the flanks of your enemy.
Speaking of harrassing the flanks, along with the necromancer you could buy with those freed up points, you'd still have plenty more for some dire wolves. Those will protect your own flanks and set your flank charges of your own. And those are key to a VC army; taking away your opponent's ranks makes CR so much easier, and then fear takes over. And poof! Autobreak the enemy.
You'd still have points for fell bats, too. Great for enemy artillery and magic user hunting.
A lot of people will tell you to drop the knights to five in number since they should be flanking in the first place and don't need ranks. Personally, I tend to run seven, and adding a thrall makes their number eight. Then I give them the war banner in the full command. Then they have a rank, a banner, and the War banner, plus any kills for combat resolution.
I'd want to necromacners, especially in a blood dragon army where the magic's weaker. The book of arkhan is a must and a much better fit for a necro than the cursed book.

I agree alot with David. But I must say 7 blackknights to get rank bonus, its not worth it. Most of the time u wont get your score back in kills! Cut down your black knights too 5 and give them a thrall. That way every one in the unit can attack if they are 5 in the row/front. And yes ofcourse, if there are so few grave guards, skip them.
