I have entered in the up coming Vote War and wanted to see what you guys thought of this army.
Its a first draft (well a second draft really but my first draft armies are always about 1000pts over) so any suggestions are welcome.
Suggest any changes including the Bloodline.
One thing to bare in mind is that reading over vote war I get the impression that voters are more concerned with the obvious tactics more than the subtleties of an army hence why I took the Hell Banner.
Also I am aware my army is slightly troop light and that my Grave Guard unit is massive. Probably a weakness though I have to say I don't like my Grave Guard units to be less than 20 strong.

For a VC army, I think you are a bit low on magic. I would consider dropping a Wight Lord for a second necro.
On the matter of troops, I would drop the doom wolves and the ghast. What is the point of paying for an extra attack on a model when you can get an extra model for the same cost?
Then I would drop musicians on the zombie units, and shave off a bat and a spirit host. Thats more than 100 pts to your pool. Take another 20 points from somewhere and you have a unit of Black Knights. Or "upgrade" a Wight Lord to a thrall have the 4 bats become 2 units of 3. There are a few interesting possibilities if you are willing to shave off 100-125 points from your list.

I think you are probably right about it being low on magic especially in a Vote War (Where appearances are more important)
Not too interested in upgrading the Wight Lord to a Thrall, mainly because I think the extra bat and spirit host is more useful, also kiling blow is a useful abiltiy in its own right.
I think in a real game, the nastiness of a Wight Lord with the Sword of Kings and the Casket of Ages would compensate the lack of magic but in vote war perhaps not.
Which itself is an interesting tactical lesson to learn, if an individual sees an army that doesn't conform to the norm there is a tendancy to see it as either too weak or too powerful rather than merely different.
Anyway time to set about tinkering,.
I think a Level 2 Necromancer with a Dispel magic scroll will soon find his way into the army.
If you can find a way to get a book of Arkhan in there I promise you it will pay off.
Also, Wight Lord with a Casket and a Sword of kings? In an actual game do you really need both? The casket can effect anyone but the sword can be used multiple times. Really I think you should just get one and use the rest of your wargear allowance on some other useful gear.
On the BD count, you may want to consider dropping the Cursed Shield(I know it sounds nice but in battle its really not all that great) and maybe throwing on red fury instead. Or any other 30 pt gear that you would feel it useful. Also you may want to consider dropping the sword of might and the cursed shield in exchange for a Sword of unholy power and an enchanted shield. This would allow you to get some extra power/dispel dice as well as boost his armor save.
and last but not least as someone else mentioned you may want to consider another necro some where in there, you could give him another dispel scroll and a the book of arkhan or a power familiar.

I have to concur with what Sabe and Pazuriel are saying.
Also, after deconstruction I guess you are putting both your wight lords and Count in the GG unit. Never a good idea! Your opponent will either completely avoid this slow unit - as you don't have the book of arkhan, and with only two wizards you're minimizing the chance of getting Von Hell's dance macabre - or will shoot it to oblivion.
So yes, get an extra level 2 necromancer with Book of Arkhan and scroll immediately.
Regarding the wight lord. If you stick with the battle standard bearer, but you want something unusual, here's an alternative:
Wight lord, heavy armour, hand weapon, BSB and talon of death.
Or if you're going Über combat resolution:
Wight lord, heavy armour, hand weapon, BSB, warbanner. That will make a solid CR of 6 (7 when outnumbering) without kills.
Or a survive against the odds wight lord:
Wight lord, BSB, flayed haubrek (1+ save), hand weapon.
I'ld suggest dropping the GG to 24, adding the wight lord.
The count can join a zombie unit. Drop a zombie - means extra creds that can be used for something else - so you have a unit of 19.
Oh, get a necrobunker for your necromancers.

I think the Book of Arkan definitly needs to be included to make that Grave Guard Unit faster!
I think the count is pretty good actually. True the cursed Shield by itself may not be great but combined with Blademaster, it means -2 attacks on any characters who challenge him.
The Sword of Might obviously gives him +1 Strength so thats 4 St 6 attacks with Killing blow.
The Hell Banner is staying. I think in votewar the ability to cause Terror will be useful if I face armies such as Ogre Kingdoms.
The zombies are tar units plain and simple. The enemy should be quite loath to approach them for fear of getting tied up for the whole battle. Hence my Grave Guard are the only genuine target.
A necrobunker I think will stretch my points somewhat.
