Ok in conjunction with the necrarch army i am constructing my mate is being a total "nasty person" and constructing an army purely to be able to palm mine off. So how does a Necrarch deal with a Dwarf army that goes nuts with dispel dice for my necromancers?

Well, the only way to deal with it is to kill the characters generating the dispel dice.
Almost every army has a bugbear, this may be yours. But if you kill the runesmiths then you should start to dominate.
Ok so with an army that has no ranged units what is the best way to do this? Throw black knights at them?
Yes, allocate attacks against the Runesmith and try to kill him, may not work though. No system is perfect.
But a better way is to destroy the unit they are in. Hit them in the flank and outnumber them. With a win the have to roll snake-eyes to hang around.
The main thing is to have an army list that doesn't solely rely on magic. Take a Blood Dragon army, that would give him pause.
Units I would consider.
Spirit Hosts (take on archers and the like)
So perhaps i should really have two VC armies and use the Blood Dragon one against him?
Well you could construct one basic template army but spend the same number of points on characters so you can just insert the right characters as appropriate.
I found my blood dragon army wasn't much different from my Necrach one.
