I am relatively new to Warhammer and I am arguing with myself whether to go High Elf, Vampire Counts, or possibly Tomb Kings but thats not what im asking about. I dont have the book to look it up myself as I havent decided which army Im going with yet. Can a Vampire counts army be completely made up of vampires? As in units of 20 or so vampires?

No. Their core units are things like zombies and skeletons and wolves, so you need at least a few units of those. There are 3 rare slot units that are vampires, however.

Well, you could make an army of mostly vampires. In a 2000 point list you can have 4 vampire characters, and two vampire rare slots. Minimum of core troops and you'll have one small, elite force (though I don't really know how strong of an army it will be).

Alternatively - you could have "lesser vampires" counting as skeletons, so although in battelfield terms they would be Skeletons, in looks they would resemble vampires - like those thrall vamps that die in droves in your typical episode of Angel or Buffy
ok, a lesser vampire would be which model now, or any that isnt a character?
No models - you could model Empire Spearman to look like them, or Bretonnian Men at Arms (who are as bad as Skellies at fighting anyway!)
