I'm thinking of starting vampire counts, but I have a question about their ability to raise the dead. Does this mean you have to paint more models than you will have in you army at the begining of the game? Thanks in advance.

Most people just field X models, and then have a sideboard of Y models which they can raise and put on the table. THis means that apart from your army list and the models it contains, you will need to paint Y models xtra for when raising the dead. So yep - a bit xtra work is required

I never will use the Raise Dead spell - I hate the Zombie models, so will not use them), but I will generally have a larger number of skeleton and Dire Wolves than I aim to deploy...

Zombies are great, models are kinda gash but the great thing about zombies are there dead things risen so theres no reason not to use empire or elfs or even orcs with a wee bit of zombiefication lol. also there a great unit.. ok you charge them into a multiple combat and you will loose so much cause the enemy will target them but there great to summon behind units so enemys flee into them... easy
