With my two friends picking up WoC and HE, I've kinda narrowed down the selection of armies to either VC or Lizardmen.
Given that I'd probably face the WoC friend a lot more than my HE friend, what would be a good army to use against them? My friend seems to like the Chaos knights, but so far all I know is that he has Chosen, Warriors and Knights in his collection, along with a Khorne Jugger Lord.

Well which would you like to play more? Does the notion of using powerful magic with powerful lizards and prehistoric animals entice you? Or does the thought of having the undead crawling out of their graves to go rip people apart excite you?
It's not about what would be good in gameplay but what you would enjoy, I'd recommend looking through the models and the stats they have on Games Workshop to see which you find more interesting.
But about Vampire Counts:
Powerful restorative magics that can be abused like no other magic in the game
Every unit is Immune to Psychology
Regeneration on some of the most powerful units
Boosting units beyond their starting strength
Every Character other than Wight Kings and Konrad are Wizards
Ability to take every spell from one of the the 8 lores of magic (except for the Lore of Light) or Vampiric Magic
Every Rare Unit is extremely useful in game
Necromancers can choose which of 3 spells they take
A Banner that causes Regeneration
No Ranged Attacks
If they lose combat they lose models
If the general dies they lose models every turn
The cannot March unless near a Vampire
Necromancers are only level 1 Wizards and cannot take any of the more powerful spells
I'm probably missing some things, but you get the idea. But, really, EVERY Army has it's pluses and minuses, but word around the office is that Vampire Counts are considered one of the most powerful armies. If I were you I'd build an army around 500 points to 1000 points and play a handful of games to see how you like the army, that way if you start to get interested in another rmy you don't waste a whole lot of money.

I don't know what models you have already, but I usually consider the money factor when choosing an army as well. Starting vampire counts I believe is A LOT cheaper than LM. why?
VC has some of the most expensive point vise characters around, meaning less troop to buy in the first place. Also, the ability to make 100 zombies using ONLY one box of 20 is a major plus (same goes for skeletons)!
Now LM is a whole different story! Their basic troop is cheap point wise and you certainly can't make a hand coming out of the ground and call it a saurus xD
For you to start 1k VC all u need is probably a box of 10 skeli, 10 zombie(on ebay for cheap!), 10GG, 2 vampires(you can use almost any cool looking model...I personal hate the ones from GW atm) and about 50 20mm bases for those hand zombies/skelis!!!!

Well to be honest I like lizards more aesthetically, but then again theres a certain amount of comfort I draw from using hordes of undead.....so its more "what I like looking at" vs "what I'm comfortable playing" haha
If it is alright with you guys, I'd really appreciate a 500 and 1000 point list which can also be expanded upon to 1500-2000 points.

There's a bunch of lists on this forum, you can certainly give them a try.
In 1k I tend to be a little basic...Its not fun trapping you enemy with spirt hosts and lesson to him whine for the next 3/4 turns.
Get 2 lv2 vampire mages, one can be a little fighty with dread knight. Make sure you make the other your general and give him the helm of commandments.
I believe Wight Kings are a must in the 7th edition since they really toned down the vampire fighting prowess and pimped up characters from other lists...like warriors =/
Get a minimum unit of skili with a battle banner, don't worry you got 6 power dice, so you will cast IoN on this unit the entire game. For your second core get 10 ghouls to work the flanks and use their poison attacks on monsters....aka geh in 1k
So that's core, get a unit of GG with Banner of Barrows and stick you Wight King in here. This will be your main unit that can handle pretty much everything in 1k
I usually make my Wigh tKing BSB and equipped him with Sword of Kings and The Accursed Armore lol
To expand to 1.5-2 add a lord, a rare choice, and start with larger unit of GG and skeli...simple xD
