Sitting here drooling with a 500p. list and decides I will build one list with and one without using the Border Patrol rules. So, what do give my mandatory Vampire general without exceding the 125 points limit?
Any suggestions welcome,

I thought about Dreadknight as well, but I want my Vampire mainly on foot, but I'm absolutely gonna try it.

Scepter De Noir (raise D3+9 zombies) -this would be the meanest item that I can think of. Considering that it's a 500pt game, you could run zombie units and they'd almost never die. The units that could kill them quickly would simply be too small, and since you can already raise zombies beyond starting size, or raise fresh units of them, you are really just taking the opportunity to flood the table with shambling dead.
Lord of the Dead, Talisman of the Lycni (raise skeletons, m9) -like the zombie one, but for more elite armies. Considering that a skeleton costs twice as much as a zombie, and you have to pay to raise them beyond their maximum size, I'd say just stick with the scepter. But this could work too, and giving your vampire M9 with the talisman means that he can break away just before the charge, and get to safety.
Avatar of Death and Biting Blade (heavy armor, shield, -1sv) -hey, it's an armor save, and a weapon that will give enemy's almost no save at all.
Dread Knight -same as avatar really, as it gives you some armor. The lance could help you beat down enemy characters if you get into contact with them on the turn you charge.
Flayed Hauberk (2+save) -hey... survivability.
There are my top 5 picks for Vampire items at a 125pt limit. Our vampires are great characters, but since we get them as naked as the day they were born, we can't really use them as the combat beasties that we otherwise could, so alot of the best picks are support vampires.
You forgot that you can also use the Scepter to set up new flanking attack for the next turn, thus your crumbly little Zombies become effective unit killers. You should be able to cast it 2 or 3 times per turn (5/6 on 2 dice, 2/6 on 1 dice) and you will always get a 10 man or larger squad not to mention you will have Invocation to heal yourself and your units. Yup Scepter is the way to go.
Alternatively you could take the Black Periapt and save a dispel die every turn and you will have 4 casting dice, 4 chances to cast Raise Dead/Invocation or a stronger spell... yup that'd be useful as well. Then you could also throw the Talisman of Lycni on him too to keep him moving. Man imagine getting Gaze of Nagash with this, you would be decimating units left and right, or if you cast Curse of Years on their best unit.

It would still be a good list even if you did that. Considering you have 3 chances of casting raise dead and ION. The only bad thing is that your general has no save. Personally i wouldent take the septer. I would take avatar of death instead. Because your gonna raise 10 zombies. Which arent gonna do ANYTHING. If you had danse macabre it would be worth it. Because your gonna throw 10 zombies infront of a unit which is an easy 5 points. imo.
The big thing to remember here, is that he's playing at 500pts. The idea isn't for his zombies to run around killing everything. His zombies are just there to make sure that he gets his kills. He can raise them and put them behind enemy units when the ghouls are attacking, or he can raise them on the flanks and use them to knock out rank bonuses, or tie up enemy units. The point isn't to cause wounds with the zombies. It's to cause disruption. And the more zombies you raise, the better chance you have of doing not only that, but also getting a fighting unit if the battle is going well.
And nice catch- i wasn't thinking about Ghouls at all. They are actually good at killing things with their attacks, and Summon Ghouls would put you at the legal limit for your Border Patrol.
Sorry let me reword that. I dident mean that if you charge 10 zombies infront of a unit youll win. Im sayin that i susally use that item in cunjunction with the spell danse to it the flank of a unit then try to get another ION casted on them. of course your not gonna get that done in 500 points =P
