i have seen alot of lists lately that have a banner of strigoi in a unit of wights i was wondering why so many use that banner as opposed to the banner of the barrows. so lets hear some thoughts about it.
I go with wights killing enemy heavies is nice
The Strigoi Banner is particularly effective with Wights because the rerolls it grants greatly increase their odds of landing a Killing Blow.
The only time I like the Banner of the Barrows better is when it's combined with the Helm of Commandment. Those two items on a nice chunky unit of GW GG are pretty wicked. Otherwise, I prefer the Strigoi Banner with GG and BK, since it affects Vampires, too.

However, strigoi is way better with cavalry (especially blood knights) because of 7ed rule that states that mounts are affected with hatred and frenzy, so unit of 5 blood knights (expensive) would have 10 rerolled S4 hits from horses.
On the other hand, as Psyan said, you are going to boost GG with Helm, so barrows allows them to hit on 2's, which is really wicked.

Killing blow only works on 'To Wound' rolls. Your theory would be applicable with the Ghoul's poisoned attacks, which get their kills from 'To Hit' rolls.

However, this bonus is only applicable for the first turn of combat. It all comes down to what people are hoping to do with their Wights. Most people want to break the enemy on the first round with their wights. Personally, I use my Wights as a killing unit. My Skeletons have enough CR to hold a fight. My charge with the GG usually gives me another handful of Static CR to win the fight. My GG are just in there to kill as many enemies as they can before the foe runs away. To that end, I give them great-weapons and the Banner of Strigos.
Unless I field Blood Knights. Then they get the BoS. Frenzied Hatred attacks are so nice...
I prefer Barrows over Strigos for Wiights for 2 reasons:
1- Barrows effects every round, not just the first.
2- Hatred means you have to pursue/over-run and that can quite easily put your unit in to a sticky situation.
I normally run with the great weapons, Helm and Barrows combo which usually gives them 2+/2+ to hit/wound, so re-rolling misses isn't as important as gettingn them Allways Strike First. If I feel the need for it though there's allways Van Hels.

Im pretty sure his question pertains to Wights (Black Knights and Grave Guard) not Blood knights or the strange combo of vampire in black knights.
I think there are several reasons why you might pick the Strigos Standard over Barrows
I believe 2 rolls at 4+ have better odds than 1 roll at 3+
Royal Standard of Strigos is 10pts cheaper
Black Knights who hit hard on first turn and have horses benefit more from strigos as you want to maximize their charge
Grave Guard however tend to benefit more from the banner of the Barrows as you will be fighting subsequent rounds
I use Strigos for my Grave Guard because it affects my Vampire Lord as well, and with the Nightshroud and a Blood drinker he needs to make the most of his chance to attack.
