I am certainly done with my orcs and goblins army, and was thinking of picking up a VC one.
I was wondering what the cheapest way to get an army together would be. i am thinking of taking maxed out vampire characters, millions of crypt ghouls, one grave guard unit, one black knight unit, a varghulf, and several thousand zombies. are there any sets that will let my pick those up quick?
I know i need to eventually buy 80 boxes of zombies, as we can put down millions of them during a game. What is the cheapest way to comandeer the millions of zombies?
The Battalion box might be a good deal for you but hard to say.
I think in the long run just grab the lot seperately, the box sets tend to have loads of skeletons as well as a corpse cart etc. Doesn't really seem to fit your aims so just the normal sets seem like what you want. (Not that corpse carts would be bad for you to have around.) For black knights it's possible to grab some "living" knights, and paint them up like they are dead, empty, or ghosts, instead of getting the current models. The spearhead DOES contain a varghulf, 10 ghouls, 10 grave guard and a couple vampire models, but also has skeletons and a corpse cart, so maybe that could help you out.
Maxing out vampires tends to just get really expensive and isn't always necessarily more effective. Decide what each vampire's role is before moving on. I.E. Lords are often chosen to be big-hitting casters, OR combat monsters, but it's a bit tricky to get both.

is an abyssal horror a good idea? my general can be shot off of it, but I was thinking of flying him around behind enemy lines and pooping out millions of zombies. then they would just win on combat res.
corpse carts seem pretty cool, and I may pick one or 2 up.
No idea on the monstrous mounts to be honest fly, terror and an extra pile of attacks don't sound too bad. Though it's a very interesting idea. What model did you have in mind for that?
Okay, the neat thing about a corpse carts is you can have them be zombie-pooping necromancers (raise dead, loadstone and invocation, potentially with that one staff that lets you raise more.)
Zombies are a tarpit unit they don't tend to have the punch to take out an enemy unit. However if you got ghouls in on a flank charge they could help that out. Ghoulkin and summon ghouls should make their way into your army as well btw.
