Greetings and salutations.
I had a question about starting a VC army, I have been playing a couple games with the few models I have but I was a bit discouraged after being destroyed by High Elves. So I decided to give it another go and try to shoot for the 500 to 1000 pt range. I currently have 10 skeletons, 20 crypt ghouls 10 grave guards a custom made wight king and Manfred on his horse. What do you recommend I get next? I was thinking a corpse cart, perhaps a Vargulf and a vampire of foot. I'm going to be fighting high elves, dark elves, lizardmen and skaven a lot, what do you recommend I do with all that shooting coming my way asides from doom wolves. Thank you all for you time.

Infantry; I'd get your GG up to 15 with either war banner/Banner of barrows depending on what you want. The 2nd choice be my choice if you have the points cause it really adds to their offencive abilities. I would probably boost the skeletons to 20 with full command(and perhaps a war banner if you havent given it to the GG), or you could just go with the ghouls as you already got 20 of them(or both!). It might also be worth fielding them 6-7 wide to get some extra attacks. That is pretty much the difference, static CR vs poisoned attacks and T4.
If you're worried about their skirmishers and shooting a unit of bardrd black knights is going to be very useful here. Fast and ignore the effects of terrain means they are ideal for chasing down skirmishers and cleaning terrain. Dire Wolves is abit frail for this task and cant really soak up their shooting. DWs are better used for wizard hunting and divertion(ie, forcing your opponent allign akwardly if charging them and exposing their flanks/rears). They also can march block at the same time.
I'd definitely get a Varghulf, not only do their help with supplying the vampire aura but also are very tough and hit hard. On the same note, I'd get the 2nd vampire on foot as well.
