Welcome to Librarium Online!
While perusing the internet I came across these little guys.
Basically they are zombies made by twilight creations. Each zombie is the same identical pose. I believe the plastic is a bit softer. Andy they are roughly GW scale. So now for my crazy idea. Beg a bag or two (they run $10 a piece for 100 zombies) and one or two boxes of zombies and kit bash em to make em close to gw standards. So if you figure one box per bag. that's $40 for 120 zombies ??
Now obviously this wont make a tournament winning list but its definitely something to build off of right ??
Anyway the general idea behind the list is a combat vampire and necromancer (to guarantee a lot of casting dice), perhaps a vargulf, and some ethereal units .

I think those are way smaller than warhammer zombies, not sure if that'll work
I'd suggest, take a punt on a ten buck bag, and see what the scale is like. It it does not work out, cut their heads and hands off, stick them onto the base and you have zombies coming out of the ground and scale be damned!

I like Chemical Caveman's idea, to be honest. That'd probably work out alright.
If they are too small, though, just claim your sadistic Vampire attacked a school or something and turned all the kiddies in to zombies. So they're all a bit tiny.
I have that boardgame you are talking about at home and I can tell you that they just are too small. Standing as short as a dwarf and as wide as, well, a human leg. What I might suggest is manticgames.com
They have really cheap models and in my opinion they aren't half bad.
