What are these / or who are they ?
Vampire Counts Strigoi Vampire 1 | Games Workshop
i dont see them in the vamp counts book anywhere.
those where in the old codex in that book VC had a lot of different vampire types but they removed all of them and just made normal vampires.
VB the small more or less has it, aside from the fact he should have said Army Book and not codex.
Basically, in the last edition of the Vampire Counts Army Book, there were five bloodlines; Nechrach, Von Carstein, Lahmian, Blood Dragon and Strigoi.
Just so you know, Nechrach Vampires excel at magic and other arcane arts. Von Carsteins are generic vampires, the leaders and noble-blood of the family. Lahmians are swift and deceptive (and exclusively female). Blood Dragons are elite warriors, but not so good at the magic bit. And Strigoi are the vampires who have succumbed to their thirst and degenerated into little more than beasts.
The latest edition of the Army Book, at least in terms of the history of the Vampire Counts, focuses on the Von Carsteins almost exclusively. You can still see hints of the other Bloodlines inspiring the units and rules behind the army, but you're no longer restricted as you were in the last army book to having all your Vampires follow a single bloodline - you can mix and match as you see fit! And of course you can still use the Strigoi vampire models if you want - they'd be a fine choice to represent Vampires using powers from the 'Severed' and/or 'Bestialle' lines.
I hope that all makes sense!
