I was reading through the Tomb Kings Codex and noticed when a Tomb King/Prince takes a Chariot or Warhspinx it states the mount counts against the Lord/Heroes allowance. The Master/necromancers profile does not state that. It says replaces the corpsemaster. Does that mean the mount still counts against the special allowance?

Nope, still counts against Hero/Lord, same as any other mount. The TK text is redundant. Also, don't put your Necromancers on Corpse Carts - cannons can shoot them off.
