Banner of the barrows is pretty good for them, if they are Sylvanians the drakenhof banner is better.
I always take shields, but not halberds. They are strong enough without needing to sacrifice valuable armour, since they cannot be brought back to life. I use them as a hard hitting unit, usually with a good vampire, while smaller or weaker units of troops hit the flank of the same unit.
And I don't think I would use them in 1000 points. Maybe not even 2000, but definitely 3000.
I find Grave Guards very usefull since it is among the hardest units in your army
I always use hand weapon and shields
the have a good armour save of 3+ good T and S
they won't break and they have killing blow meaning that they are very good at killing chars and other stuff with high armour. like knights
and with the banner of barrows they ALWAYS hit on 3+
I often play against High elves and if he can't get them with magic or shooting it is GG for him
I always use them inte game of 2000+ maybe even consider using a smaller force in smaller battles
I allways use a GG regiment.
The size of the regiment is dependent on the size of the army.
In a 1000p army, i would have atleast 12GG, but probably 16GG in a regiment, and then put a fighting hero in a skeleton regiment instead.
I use grave guard a lot too, but against shooty armies I prefer normal regiments because they are replenishable. In a 1000 or 1500 pts battle they are also quite expensive. But my 2k tournament lists mostly include grave gueard, they rock. There are a few variants I use:
Banner of the barrows with a vampire or a wight lord with the sword of kings and an enchanted shield. This will be the regiment the enemies characters will stay away from, to say the least.
Screaming banner with a wraith and cursed book. The enemies units will generally have a hard time causing wounds, even against your ws 3, and the terror means even fear causing units will have to test on a 3d6 to charge you, or that they have to flee regardless of numbers when you charge them. Again on a 3d6. Terror tests on themselves are nice too .
War banner and a vampire. This unit will focus on winning the combat with the enemies hard units. Really staightforward, but effective enough.

1000 pts is a bit too small for a unit of gg i th ink. I would also take shields, or else their armour save will suck and wont last long. i would get them 1500+ though
yup, in 1500 between 10-20 would work well as your elite line breakers.

Here's a question. Do Grave Guard get the armor save bonus for shield and hand weapon? Usually, this rule applies only if magical weapons aren't being used. But do GG use magic weapons? The codex says that any mundane weapon they carry gains killing blow. It seems to me that they'd get the bonus. Any opinions?

Yeah they use mundane weapons that give an extra ability, the stat line says they have hand weapons and it is the wight not the weapon that makes it special so they would get the save.
