The only thing missing on that zombie dragon is a blood dragon count (now that would be a dynamo). I'm not sure about Von Carstiens mounting them but are pretty powerful and, if not shot to bits can cause some serious damage.

Does a ward save for a character extend to the mount? I don't know. It'd be fantastic if it's true.
I've fielded a nightmare (against a non-shooty army) and liked the results, so I imagine that a dragon would be just that much better. And to have a breath attack would be fun and add some punch to our weak troops.
Most people argue with the point cost and lost hero slot. Instead of having two necromancers and a thrall, you'd have either one of each or just two necromancers. People want more magic or another fighter. And a dragon with a vampire lord riding it would make for a lot of attention. Being a large target, it's that much more vulnerable as a point sink.
Are you thinking of it a 2000 pt army?
what do u guys think of one... i cant quit remember the rules.. but can von carsteins mount them... I think with the ability to heal it with invocation... it can be a pretty reseliant beast if used properly. my plan is to give it the bands that conjur the word save agianst missles and first turn... move it about 1/2 way up the field with troops folowing it... then turn 2 have it move behind enemy line and turn 3 rear attack with a combined frontal atack.
what u guys think.

In my army i put mounted a necromancer lord on a zombie dragon and it was completely worth it, i also gave my necromancer the armbands that give hima 3+ ward save against shooting and magic, i kept him completely out of combat unless i could flank or hit the enemy in the rear besides that i ran himn around the fileld casting IoN either keeping units up or healing my dragon, i think zombie dragons are completely worth their points and the hero slot, cause it worked amazingly for me.
The only problem is that you have to have your general riding them (unless you are playing like 3k points or something like that I believe). Because they are so big and nasty looking, yes they do attract the attention, and the general stands a greater chance of being destroyed, and with that your army crumbles.
I don't even like putting my generals on steeds, let alone monsters. It is an easier way for them to get targeted. Sometimes my opponents seem to forget that the model's small size packs a big cc punch (if it is a vampire, of course).
I just don't think they are worth the risk. In other armies, the loss of such an important figure doesn't matter as much as it does to VC.
I also believe that mounting a necromancer on a dragon is kinda dumb. It's a close combat monster, and running around the battlefield ignoring close combat unless it is some piddly unit seems to be a waste of your points. Forget about the point sink if it is destroyed. If it isn't taking out at least some points of the enemy, that is a point sink as well.
I don't like Zombie Dragons. They are expensive for what they do (Even more so than other Dragons, as they have a crappy Breath Weapon, worse stats, lower Scaly Skin save and may Crumble).
On top of that comes the nail on the ZD's coffin: Your rider choices are a frail Wizard who shouldn't be anywhere near a melee anyway, or an absolute killing machine called a Vampire Lord. Only that the Lord and the Dragon take up three of your four Character choices in a 2000pts game, leaving a magic-reliant army without much of it (5 levels at max).
Use Light, Beasts, Metal instead of Heavens
NecroLords: Use at least one Death Mage
Brets: Use Peasants&Damsels
Skaven: Don't use Skryre SAD
And putting a vampire on the ZD means that he's zipped off somewhere, most likely leaving his troops behind where they can't use his 12" march range.
