I was wondering if anyone could post which special characters or special lists it's legal to use for VC. I've never played an army including special characters since I always thought you should ask your opponent before the game has started. I'd really love to include a Mannfred or some other army list to my battles

Any of the special characters in the army book may be used without permission, though I would still tell your opponent as the character is a fairly significant part. Anything else (characters outside the army book and lists even in the book) require opponents approval.
Special characters cannot be used in tournaments unless specified.
Ultimately everything in friendly play requires your opponent's approval. S/he doesn't have to play with you afterall.
I know I wouldn't look forward to playing against Kroak in a 2k point game for instance.
Another question, my friend plays Skaven and frequently uses Moulder armylist (by Phil Kelly I think) and other clans. As it was written as a supplement to the Skaven armybook in a White Dwarf magazine, he says he's allowed to employ these lists without opponents permission. True story?
If this is true, is there any cool lists for VC that are permitted w/o asking the opponent?

Tunner teams, or whatever the big rat badgers are called, aren't nice to have charging into my flank.
You can field the Army of Sylvania from the Storm of Chaos campaign, Zombies of the Pirates Coast from the Lustria campaign, the published Kemmler and Krell list, and I think that's it.
Each of those armies is either from White Dwarf or from a campaign supplement, and each has special characters you can run. The Pirates and Kemmler list, in fact, require specific characters.
What you can't field are the armies in the back of the VC book, at least not for tourney play and so on. If it's just for friendly games, people may not care, unless you start winning every single game.
