Most of this has already been known, but I just confirmed alot of it.
Speed of Asur - Every unit in the army gains the Strikes first rule.
Stoic is gone - Instead High Elves re-roll all failed psychology tests when fighting dark elves.
Dragon Mage, Fighter Mage, Not sure about the rule for points being listed on this site. so I won't list them, but Fire lore Expert, may always take the Flaming Sword spell from the first list instead of something he rolled to pick his spells. Also always adds one extra dice when using the fire lore.
Seer Gone - There is a staff that cost the same as seer that allows you to pick your spells, but since it's a magic item only one mage per army can have it.
1) 5+ ward save for units within 24" (Not sure about the range either 18" or 24")
2) Curse of Arrow Attration
3) 1 Unit with-in 18 inches that takes a breaktest rolls as if stubborn
4) Fury of Khaine
5) Flames of Phoenix
6) Vauls Unmaking
(Special) Dragon Princes - Ithimar Barding Gone, Dragon princes no longer charge 18", but they have gained an Extra Attack and come with Dragon Armor.
(Special)Swordmasters - 2 attacks
(Special)Phoenix Guard - Heavy armor, Cause Fear, Halberd, 4+ ward save and Leadership 9
(Special)White Lions - Stubborn, Great Weapons, Lion Cloak
2000 points gets you 6 special and 4 rare, after that for every 1000 more you gain one extra.
Ring of Corin- Now 5 points less and power level 3.

Will a dice roll decide who strikes first. That will make for some weird games, where rolling 1 dice could decide the majority of the battles. depending on the units fighting.
Keep in mind that the always strikes first rule only goes for elves. Not for creatures. So eagles, steeds, griffons and dragons don't have that rule. In other words. If it has pointy ears it always strikes first.
