Here it is, the worst empire list ever! No steam tanks, only 1 cannon... it sucks! So rate it, be brutal, because I'm not going to play empire. I just think this would be a good way to compile tactical data.

1 Master Engineer
2x 20 Spearmen
5 Swordmen (break charges)
10 Free Company (flank enemys)
2x Knights of the Steel Thorn (my own personal order)
1 Great Cannon
5 Swordsmen (break charges)
Power Dice: 4
Dispell Dice: 4
Total Point Cost: 2000 exactly
Strategy: I put the great swords in the center, flanked by the two spearmen units, whos free company detatchments flank them. The knights go on the far flanks and sweep around the enemy to attack their rear. The great cannon shoots stuff. The mage burns stuff. The engineer helps shoot stuff. The priest keeps the elector count alive, and the count cuts stuff up with Runefang.
With 4 power dice you wont get a single spell off the entire game unless your opponent has a voodoo curse on his dispell dice. Spend the lvl2 upgrade points elswhere. As for the rest...:
1.Engineers suck. For the cost of removing him and the lvl2 of the wizard,you could buy another cannon. Which is infinitly better
2.Empire needs big units. 20 Spearmen wont do,make them atleast 25.
3. Swordsman suck as detatchments,the best maxim on detatchments and parent units is survivability for parents,offensive power for detatchments. For 2 pts less per model,you can get free company. They are much better
4. What exactly do you mean "break charges". If a detatchmennt gets charged in that army,it wont break anything but itself. Parent units cant counter-charge,and 5 models isnt going to be able to recieve a charge and hold from any threatening unit in the game
5.You seem to think the preist will keep the elecotr alive. Keep in mind,with nothing but a 4+ save and T4/3W,theres a good chance he will die first round of combat. Second,at power lvl3 in an army w/ 4 power dice,you will never get the heal spell off from the preist.
6.The count MUST stay alive. Runefang is an awsome weapon,but it can only be used by the suckiest non-wizard lord in the game(cept maybe gobbos). If he dies,which he will,since you have no defense on him,your entire line has LD7. Good luck holding the line
7.I wouldnt reccomend using greatswords. They look awsome on paper,but what me and other empire generals have found is that their only good for holding their ground when they lose combat.
Overall,it seems clear to me you want to play a H2H oriented non-all-cavalry list. In this case,play ulric. Empire infantry isnt good for beating things on its own,and you have an amazingly few number of troops,which combined with their general suckiness in H2H,means you will be both outnumbered and outclassed.
I'm using the swordsmen as a wall to block enemys from charging my main detatchements. And thanks for picking it to pieces, this is going in my tactical files... muwahahaha.
Oh! I understand now,you have them screen the spearmen. Thats clever,i didnt think of it. Have them flee from a charge so you get the charge. Only problem is...well,their spearmen. You probably WANT them to get charged. If you can find the points at all,upgrade 1 unit of knights to inner circle. At only +3 points per model,the knights can now take on enemy cavalry and heavy infantry with that S6 charge.
As for the elector count,let me give a potential candidate:

This guy rocks. Put him with the greatswords,and you essentially have 3 S5 attacks that automatically go first. Thats awsome,since it means less models will be able to take advantage of your units greatweapon drawbacks. Also,with a 3+ save and 4+ ward,there isnt much that is going to kill him.
