Well first choose a race that you like, read the codex of it and the Warhammer 40K Rulebook...make a list of your army, we give you advices, you buy them, paint and let the fun begin!

Or, alternately, do all that, but get the Fantasy Battle rulebook instead.

Once you decide on a race you like, you'll find a plethora of advice on how to start collecting an army in the race's forum. Usually though your best bet is to start off with a character and a couple of Core units, plastic sets are great for this. Once you have a small army put together you can play some games, and based on your experiences expand your army in the direction you want.

Seeing as this is the Fantasy forum, i think you need to go away, Elgrun. Do not defile the newbies with your filthy round bases!
Best bet would go to a Games workshop store and ask if you can have a testgame with one of the staff.
