I cannot choose between the two, i got both rulebooks, and i like both armies, fluff and boardwise. But if you could help me choose one, i would appreciate it. *if i choose chaos, i will not include nurgle units
what i want:
Packing oomph in both magic and combat phase
Good customisation/conversion options - (miniaturewise)
General reliability - and by that, i include other stats than leadership.
Insane characters: i do not care about spending points
Competetive at 2000 points (who isnt?)
not too costy ($$$)
ability to rock the magic phase
as i see it, lizardmen and chaos are very similar in all those points.

Do you have a preference in models?
It may be worth if you can borrow a friends army or write a list you can proxy to give them both a go versus friends or potentially a staff member in a local GW
Fantasy: Wood Elves, Dark Elves, Beastmen and Tomb Kings.
LotR: Misty Mountains and Rohan
its also worth noting that Lizardmen can make a far greater contribution to the shooting phase than WoC can. I think the Lizardmen have the edge in the magic phase as well, being able to channel spells through skink priests is pretty great, not to mention Lizardmen have access to flying units (terradons, Skink priests with that cloak of feathers, Tik-Tak-Toe) and WoC do not.
you might want to see which army style you relate to the most, can you relate to the northmen of the WoC who live in harsh conditions fighting for thier lives every moment, and living under the fickle thumbs of thier chaos gods?
or do you prefer the thought of being the good guys, the lizardmen are the last servants of the old ones, entrusted with the fate of the planet and all of the races on it, they beleive in preservation of the plans of the Old Ones waiting faithfully for thier masters' eventual return.
so really it all comes down to whether or not you wanna be good or evil, as both list aare quite competitive and varied with excellent model ranges and that offer many unique conversion opportunities.
I personally play WoC because after a long day of plundering and ransacking we get all the ladies and mead we can handle!

I am a Scandinavian viking myself (hehe) and WoC appeals much to me. But at the same time, i also like the lizardmen, because they are quite neutral and contemplative - but they are at the same time stubborn and sticks to an ancient plan without mercy.
I think i will go chaos: but rather than playing them as evil bastards, i will play them as vikings trying to prove their honour and prowess in battle to their gods, meeting enemies in honorable battle to gloriously slaughter them in testament to their own power.
but i also got fluff for my lizardmen army.
Beardy, i agree with the lizardmens contribution in the shooting phase. But in the magic phase, the items of chaos are much more potent, the lores blend together, and you got access to more than heavens on your apprentice lvl sorcerers. and the gifts of chaos are insane.
