Okay I want too pick a fantasy army that uses long range fire-power but not guns of gunpowder, I want more tactics and hit and run, guerilla tactics -
also I had a question, do fantasy players mind count as armies (I love the look of empire archers and would like too model my army around them, flamboyant hunters with killer moustaches)
unless empire has a good archery build, I don't mind as static archer line army as long as it is mildly effective and has elite archer units so I can actually do something in batlle
I also want too know best ranged warfare tactics you think are viable in 8th

Sounds like wood elves are the way to go, seeing as you dont want gunpowder armies. They have good balistic skill and can use lots of archers. Skaven have some really cool war engines (jezzail teams, and other warpstone fueled war machines), and lizardmen could be used with guerilla tactics - skinks, terradon riders
would it be possible too use empire archers models but use wood elves rules i.e make a wood elves army using human archers and such - count as sort of - I would prefer too use empire rules but I keep hearing that they don't have very good guerilla style army builds
You could always convert the empire archers, but the wood elves look much better for guerilla style anyway with the long cloaks etc. Although i think the empire archers would require converting, it wouldnt do to just use the empire models for the wood elf army. And no, the empire does not have good guerilla style warfare.
Sometimes all you need is a good plan! something like a really good theme to back up your empire army with Welf rules.
I would probably not really like facing empire fellas and then the guy says 'oh and these guys are not really empire knights, theyre dryads ok?'
But Wood Elves was also the first that cameto mind when you said hit n run. High elves could actually do the job aswell...
Empire can bring good gunlines, but they would really need the gunpowder units for its backbone. The skirmishers are really just support and wont bring powerfull enemes down.
Goblins have shoddy artillery, but can bring them in bucketloads. Not really guerrilla style warfare as much as it would be swamping your opponent with arrows and rocks.
Dwarfs dont have legs, they have guns and powder, thats about it.

High elves have shootaz, expensive archers, the reaver cavalry would allow for high mobile archer units acked up by reaper bolt throwers to take on Heavies. AND you can support it with deadly magic which is also long range (comets coming from the skies and stuff)
Tomb kings have very interesting shooting units. Their strength lies in the magic which can make the units shoot or move or fight extra each turn, which can be fatal when using screaming skull catapults and large archer blocks. Giant Scorpions coming from below can really delay the enemy advancing and it's hard to outmaneuver an undead army that can use magic to move extra. If any army is tactically dependand it's the tomb Kings (and the Woodelves).
I'd say Wood Elves, High Elves or Tomb Kings. If you like the theme of any of these armies.

and if I do use wood elves I wont include dryads (maybe a few and convert them heavily) I want a very mobile shooty army the theme is game hunters so lots of archers etc (loosing is not a big issue for me - I am looking for an army that facilitates my gamestyle and I love moblie guerilla warfare I may loose many battles but when I win no one will say "cheap noob win") but if its a big issue and people dont like count as armies then I would change but prefer not too.

Dwarfs do have the possibility to field Crossbows and catapults and bolt throwers instead of anything with gunpowder. May not be the best army list in terms of competitive play, but you can definitely make it work and probably do fine.
