I need help too choose warhammer army. I usually play with my friends. They use: Lizardmen, the empire and warriors of chaos. Witch army should I choose too win over them???
Hi. I am sort of in the process myself of picking an army. I haven't played for about 10+ years now and am glad to get back into it. I really don't think you should choose an army that you think will beat these armies solely but rather the one you like the look of and befits your playing style.
I am at the moment tossing up between high elves (as I love magic), skaven (they have the best looking models in the game now) and empire (always had a soft spot for them). I have even contemplated collecting all 3 if it wasn't for the cost. And that is another thing. Some armies just cost too much money. Skaven can be damn expensive and is probably why I may not collect them. (60 slaves and 60 clanrats will set you back some $300 and thats only about 450 pts of your force). So look at this as well.
Anyway the best thing is go for one that you love the look of and one that fits your playing style.

If you're choosing your first army, you really should choose one that you'll enjoy both hobbying and gaming with.
Your friends however (by chance or design) have chosen what many people consider to be "Tier One" armies. All three of these armies are pretty solid, well written books. The Lizardmen and Chaos are almost identical in fact, with subtle but very important differences, and they're water-tight armybooks. The Empire is a basic army, but it has the potential to be a real jerk-festival and go with a gunline (he will, shortly after he discovers that Warriors and Lizards demolish him in combat and magic).
If you want to keep up, and play a powerful army that would equal these three, I would look to:
High Elves: They're good all-rounders with excellent magic. You can easily amass 1500-2000pts with just a pair of starter boxes. They take a bit of finesse to play, as their units are very points-heavy (makes for a cheaper $$ army) and therefore you have to be careful that you don't waste your soldiers.
Dark Elves: Like the High Elves, but evil. They have better shooting as well, and are a much faster, lighter army. Their magic is a little differenct, but still able to keep up with your Warrior and Lizard friends, and walk all over the Imperials. You'll find more metal in this army though, so you're looking at a slightly more costly force.
Daemons of Chaos: Crazy. You can do almost anything with this army, except spam shooting. They can be utterly brutal in combat, and have some serious magic ability, all in one list. At the moment, they're running lots of plastic, so you can get them for around the same price as an Elf army. The difference between these guys and Elves (despite the total lack of ears) is that Daemons are a very sturdy army. They never run away, and they always get their armor save.
Like I said- I'd plan on your friends all learning the ropes and deciding on what kind of armies they want to build, instead of just maxing out these armies. Just because people say that an army isn't competitive, doesn't mean that the right player can't make it work for them. A lot of people have been rating Wood Elves as one of the worst armies in the game right now, but there are several Wood Elf players (I know one personally) who have gone nearly undefeated since the start of 8th edition.

In your situation, if you can afford it, I would go skaven. They have a large variety of units, can fill the board up, and they to are a top tier army. It is just a fun army to mix up lists with. And horde is good vs most of your opponents.
If you are looking for something a little lighter in the pocket book, high elves would probably be the next in line.

Now I was in a similar situation to you, though I'm trying to convince my friends to play the game. So how I went about choosing my army was with the games workshop site and I took a look at all the different armies. Its very important to pick the one you think you would like to play or really like the look of because you may find yourself going back on the decision later.
Any way I picked Warriors of Chaos and then I was struck with another problem, which god to follow if any. Plus every army and every subdivision has its own unique play stlye so if you like to shoot your enemy up before they get to grips with you or rather you prefer to tear your enemy apart in combat or even pack your army full of wizards and release a torrent of magic upon your enemy (I chose to follow Tzeentch hence my username).
So what I'm trying to say is just envision yourself with several different armies and and if you like what you see go for it.

I like high elves a lot.
My friend playing as warriors of chaos says: The high elves is very elite, and u can not afford to lose them against the ranged attacks of the empire, they have to low toughness.
He want me to use Ogre kingdoms. Do he say that because he do not want to fight the arrows and magic from the high elves??? Warriors of chaos have nothing to shoot back with. Ogre kingdoms have not so very good ranged attacks.
My friend playing as the empire says: That I should use high elves because they can damage the warriors of chaos ranged, something the warriors of chaos can not do back. High elves can reduce the warriors of chaos troops ranged.
Do he say that because he think he can take out the high elves ranged.
High Elves are a very powerful force compared to most others for 5 reasons
1. They have some of the best casters in the game using the Lore of life, fire etc
2. They can field many more dragons than any other race, anyone who has even looked at them will know their power
3. They have plenty of shooting ability with large units of archers with a high ballistic skill and repeater bolt throwers which can fire 12 strength 4 shots a turn
4. They have very strong cavalry units who can quickly get right in the face of enemy units
5. Some of their specialized units such as swordmasters of hoeth are very good at cutting down enemy troops
High elves may have low toughness BUT they can move across the board pretty quickly
Warriors of chaos can be bombarded with ranged weapons for a couple turns but for most shooting armies when they get to your line they will slaughter you, with High Elves this is less of a problem because they can use many powerful melee units as well such as getting every spearman in a unit of 20 to attack, or powerful swordsmen and cavalry to get a flanking charge. The empire has less accurate shooting and they have the same toughness as the elves however there is a spell in the lore of life called regrowth that can bring some of your units back to life, very good for those high priced elite units.
Plus high elves have pretty good armour as well so you haven't got too much to worry about from rifles or archers.
Warriors of chaos have only two ranged units, the marauder horsemen and the hellcannon, the horsemen are not too tough to take down and the hellcannon often charges into melee anyways.
The ogre kingdoms are also a very elite army and will be shot to bits by enemy artillery pouring on firepower.
