I havnt a clue which army to start collecting, I have old models from HE, WoC, Dwarfs, Orcs
I have about 1000 points of Orcs, maybe tiny bit more, 750 Chaos, 500 Elf and not so many dwarf units but alot of characters and an Organ Gun
I also have a few empire wizards and a Warrior priest(When I was a kid I collected all sorts, Id go Skaven if the Vermin Lord was still around)
I dont have a favorite out of those 5 armies, want to collect an army of them all, but dont know which to do first, ideally I will keep the Dwarfs/Empire/Elves the same points as the WoC and Orcs, so if I want bigger games I can combine armies
I also like the Dark Elves but have none of them yet
What Im asking is are any army books likely to be getting renewed anytime soon, Ive read Empire, if thats the case I may hold back on that and collect another, also who goes first lol
Actually, empire probably is your best bet. Given the rumors of what new models are coming, and given what you need to get a decent army off the ground, if you start churning out state troops now, you'll be in a position to only need to buy and paint the new 'cool guy stuff' to wrap around the army's core, as opposed to being in a position where you need the new stuff plus fifteen boxes of old stuff.
Otherwise, my vote is greenskins. Every gaming group needs more orks!
I'd actually start with O&G. You're guaranteed to not have to worry about an update for a good, long time, and you have more points already.

Empire, WoC, and Dwarfs are all rumored to be in the pipeline and should be hitting by spring of next year, from what I've heard. However, a lot of people doubt this, since GW has been very secretive about it's upcoming release schedule. Unfortunately, you'll normally only find out about a month in advance (as was the case with Vampires).
I'd say fill out your Warriors to at least 2000pts. If you're just starting the game, they're a solid army that can pretty well smash it's way through most blunders, and if you have 750pts of actual Warriors, you can already start buying in on the cool-guy stuff. Their entire army range is pretty cheap when you look at how many points you're getting in a box, so you could probably polish these guys off for about $150 and go on your merry way.
Empire has gotten hellatiously expensive, since they dropped State Troops down to 10 for $25 and most people are running blocks of 40-something. If you already have your minimum 25% points worth of Core troopers, then you're good to go, and I say start running Empire because again, you could finish them off for less than $200. If you need to pick up or reorganize your Core though, I'd dodge these guys and give GW a solid kick in the danglies. Which is a shame, because I do love the Empire army.
High Elves are solid, and depending on what you have already, you can get a pretty good starting force out of the battalion box and Isle of Blood (trade your Skaven for more Elves and you're golden). I've long been meaning to do a tutorial on starting up both Skaven and High Elves "on the cheap", once I have the money to invest in the boxes.
Orcs would be a good starter, you're halfway finished already. However, their book is a bit... crazy. It's not as competitive as a lot of the other books out there, but it is a lot of fun to play with. As Rothgar said, every club can always use more Orcs. The other upside to Orcs is that they won't be getting another book for at least 3-4 years. A downside though I guess, if you feel the book is underpowered.

I actually feel the O&G book's pretty solid. I mean, as solid as any O&G book will ever be - we are talking about Fantasy's Captain Random here.
My O&G models are roughly
Gorfang Rotgut (Now Orc boss)
That Orc with character with 2 axes on the boar (forgot his name)
Grom on foot (lost the chariot)
20-30 Goblin Archers (old plastic ones out of the box with hoods, so could be night goblins), musiacan and Standard
Similar number of Goblin Spearmen
20 unmade night goblins, can be either archers or spearmen, not sure yet, is it worth stacking up ranks of archers as only the first 2 can shoot?
10 Orc Archers
15-20 Orcs with swords, musican and standard
15-20 Black orcs with boss
10-15 Savage Orcs full command
6 Wolf Riders
1 doom diver
Im guessing this isnt a bad base to work from, makes a solid enough army
Because of what was said regarding Empire units been expensive and unit sizes getting bigger due to the horde rule, does anyone want the old plastic each model the same cheap kits as filler for their units, who care what rows 3 and 4 look like
You have a decent start for an O&G army. What I would recommend is assembling your remaining NG's as Spearmen or as Sword & Shield guys, adding lots more Savage Orcs, and another box of Wolf Riders would also help.
