*buzzing sound* Sorry, but that's incorrect.

Sorcerors of Chaos (Exalted or otherwise) can't take the Mark of Tzeentch. Only Exalted Champions, Chaos Lords, and Aspiring Champions can (well, for mortal characters). The Mark of Tzeentch makes the Chaos combat characters into combat/magic characters. Lords become lvl 4 wizards, hero choices become level 2s.

And you do NOT need 8 dispel scrolls. That's just wasteful. 2 is enough against most people, if you want to be cheesy 4 scrolls. But not 8.

Being a Tzeentch Daemonic Legion player, I can say that 21 horrors is no good. Sure, it's a level 10 bound spell. But they can't stand up in combat to anything, and they're a big tempting target for easy VPs. I'd either take one unit of 12 and get some screamers, or split them into 2 units of 10.

What Tzeentch said

What's your battle plan?

PS some numbers

Sorcerer lvl 1 85
Sorcerer lvl 2 120
Aspiring Champion 80
Aspiring Champion w/MoT 150
Exalted Champion 100
Exalted Champion w/MoT 170
Lord 230 (I think)
Lord w/MoT 370 (I think)

Ditto on the Horrors. They're not that good. I still plan on bringing some Horror models to the table, but only because of the Indigo Fire spell.

Get some cavalry, some fliers, and drop some dispel scrolls.

Or, if you really want an infantry based army, try a Chaos Chariot or two instead of Cavalry. Great support for infantry, they are. (And I think a naked Lord w/ MoT is 350, IIRC).

8 Dispell scrolls? Against some armies thats a huge waste, against others it is incredibly cheesy. Take the staff of tzeetch for your lord, its amazing because you can reroll any number of dice,id think it should always be taken personally. That and yes,you cant have sorcerors, infact even if they were champions they would cost for than 190 points i believe. Also, your warriors will do crap vs charges from ogres or bretts or even against fully ranked out units. Try marauders to beef up your unit strength.

Drop Horrors -257 points
Make Aspiring Champions w/MoT out of 3 Chaos Sorcerers +30 points (3*10)
Make Lord w/MoT out of Exalted Sorcerer +185 points
Replace Champions in Warrior units with hero models - 108 points (4*27)
(this assumes that you want to keep the dispel scrolls and Power familiar)

This leaves you with 150 points. That buys you a unit of Chaos Furies (75 points for 5) and a unit of Marauder Horsemen (75 points for 5 w/flail).

Or for the Horsemen, if you just want them for fleeing charges and setting up stuff, you can take off the flail, and add in a musician.

The first step, of course, is to buy the Army Book.
